The proponent proposes to establish and operate a multiple generator storage facility for PCB light ballasts. The potential site (100 feet by 100 feet) is to be located at the former Albright and Wilson Phosphorus Plant between the mud plant and a small utilities building. A six foot chain link fence would enclose the entire area and correct signage displayed. PCB ballasts would be accumulated in an approved 40' ventilated steel container until sufficient quantity warrants a visit of a refrigerated processing unit to separate the PCB solids from recyclable materials. The reduced components would be stored in 18-20 gauge steel drums, in compliance with regulations for PCB storage. PCB solids would then be shipped to Alberta for destruction, whereas non-PCB components would be recycled. The undertaking was registered on May 26, 1998; public comments must be received by July 3, 1998; and the minister's decision is due on July 10, 1998. A guide to the Environmental Assessment Process is available from the Department of Environment and Labour. The minister encourages all interested parties to become involved and to make comments known.
