May 29, 1997 (Environment and Labour) ENVIRONMENTAL ASSESSMENT BULLETIN Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the Minister, and are welcome prior to the deadline date following each item. NEW UNDERTAKINGS REGISTERED: Torbay Camp Carey Park
The proponent proposes to construct and operate a recreational park approximately 1.4 km from the last residential house on Camp Carey Road (off Bauline Road), in the Town of Torbay. The park will be used for camping (tents, trailers, motor homes etc.), walking trails and play areas for mini golf or funball games. The proposal includes the construction of a cookhouse building, six wooden tent platforms, four outhouses, change rooms, a network of boardwalk trails, and a one-lane, one-way traffic roadway to the recreational vehicle campsites. Construction and site development is tentatively scheduled to begin in the summer of 1997. The project was registered on May 22, 1997, public comments should be received before June 27, 1997, and the Minister's decision is due on July 6, 1997. Jumper's Brook Road Transmission Line The proponent proposes to construct and operate a 25 kV distribution system (transmission line) running approximately 8 km south from the intersection of Route 360 and Route 1 to the Cabot Granite Plant site near Jumper's Brook. The proposed distribution system will provide electric power and energy to the Granite Plant and Camp. Construction is tentatively scheduled to begin July 1997. ENVIRONMENTAL PREVIEW REPORT REQUIRED: St. John's Biomedical Waste Hydroclave and
Incinerator The Minister has directed the proponent to prepare an Environmental Preview Report (EPR) to address data gaps in the registration document identified by the public and review agencies. Additional information is required on: project design, safety, pollution and effluent control, and Environmental Protection Plan. A governmental Environmental Assessment Committee will be appointed to meet with the proponent to elaborate on the environmental concerns to be addressed in the EPR. NO ENVIRONMENTAL ASSESSMENT REQUIRED: The Minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and public. The undertaking is released subject to other regulatory and permitting requirements. - Colliers Point Barite Grinding Plant A guide to the Environmental Assessment Process is available from the Department of Environment and Labour.
