Environmental Assessment Bulletin issued

Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies can be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.

NEW UNDERTAKINGS REGISTERED:

  • Hawkes Bay Area Forest Management District 17
    Proponent: Corner Brook Pulp and Paper Limited

The proponent has submitted a five-year forest operating plan for District 17 Forest Management Unit. The plan describes proposed harvesting, silviculture, road construction and forest protection activities, including environmental protection measures to be employed. The proposal was registered on August 2, 1996 and the minister's decision is due on September 16, 1996.

  • Norris Arm North Detergent Manufacturing
    Proponent: Pamzo Enterprises Incorporated

The proponent proposes to operate a detergent manufacturing business in Norris Arm North. A wood frame building (1505 sq. ft.) will be constructed to house the manufacturing equipment. The proposal was registered on August 5, 1996 and the minister's decision is due on September 16, 1996.

  • Clovelly Trails Golf Course
    Proponent: Cabot Development Corporation Limited

The proponent proposes to construct and operate an 18-hole golf course within Clovelly Park which staggers the municipal boundaries of the City of St. John's and The Town of Logy Bay-Middle Cove-Outer Cove. The 65 hectare site will include an access road, parking lot, pro shop, convenience shop, equipment and materials storage warehouse, 18 holes (with tees, bunkers and greens), shallow bury irrigation system and associated foot/cart paths. Site development is tentatively scheduled to begin the fall of 1996. The proposal was registered on August 5, 1996, and the minister's decision is due on September 19, 1996.

The public is invited to examine these registration documents and offer written comments to the minister on whether an Environmental Impact Statement (EIS) should be ordered for these proposals. The deadline for the receipt of public comments is September 4, 1996.

RE-ACTIVATION OF ENVIRONMENTAL ASSESSMENT

  • Garia Bay (Northwest Brook) Hydroelectric Development
    Proponent: Genergy Inc. (Project Manager on behalf of Penny Hydro Inc.)

At the proponent's request, the minister has re-activated the environmental assessment of the above undertaking. On August 2, 1991 the minister required that an Environmental Preview Report (EPR) be prepared. Guidelines were issued to the public and proponent on February 10, 1992. The following agencies have been appointed to membership on the Environmental Assessment Committee, pursuant to Section 22 of the Environmental Assessment Act for the purposes of advising the minister on scientific and technical matters.   • Water Resources Division, Department of Environment and Labour;
  • Wildlife Division, Department of Forest Resources and Agrifoods ;>br>
  • Historic Resources Division, Department of Tourism, Culture, and Recreation ;
  • Department of Industry, Trade, and Technology;
  • Energy Branch, Department of Mines and Energy;
  • Canadian Wildlife Service, Environment Canada;
  • Department of Fisheries and Oceans, Canada.

NO ENVIRONMENTAL ASSESSMENT REQUIRED

The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.

  • Thorburn Road Executive Golf Course (Resubmission)

A guide to the Environmental Assessment Process is available from the Department of Environment and Labour. The minister encourages all interested parties to become involved and to make comments known.
