BACKGROUNDER
HEALTH AND SAFETY TRAINING FOR WORKERS

Newfoundland and Labrador and Quebec both ensure that all workers, including construction workers, have effective health and safety training, but take different approaches.

Quebec requires that all construction workers seeking employment in its construction industry take the same officially-sanctioned, 30-hour formal course.

The agreement provides that Newfoundland and Labrador workers can fulfil Quebec's health and safety requirements in a variety of ways:

1. Verify that they hold a Newfoundland and Labrador Red Seal Certificate of Qualification.

2. Verify that they hold a Newfoundland and Labrador Certificate of Qualification. This certificate is issued to a worker who has completed a Newfoundland and Labrador apprenticeship program or who can demonstrate they have acquired the skills and experience equivalent to those attained through a Newfoundland and Labrador apprenticeship program, and who have passed a interprovincial or provincial qualification exam.

3. Verify that they have taken the Newfoundland and Labrador Modular Training Program for Occupational Health and Safety, issued by the Department of Environment and Labour.
