The Honourable Andrew Parsons, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Burin Cannabis Production Facility (Reg. 1971)
Proponent: Oceanic Releaf Inc.

The proponent is proposing to develop and operate a 60,000 square foot cannabis production facility in an existing building located at 1-7 Seaview Drive in the Town of Burin. The proposal will include renovations of the interior of the structure to include two grow/flowering rooms as well as production rooms, offices, a warehouse and a packaging area.

The undertaking was registered on July 4, 2018; the deadline for public comments is August 9, 2018; and the minister’s decision is due by August 18, 2018.

CBPP Zone 6 Five-year Forestry Operating Plan (2019–2023) (Reg. 1972)
Proponent: Corner Brook Pulp and Paper Limited

The proponent has submitted a proposal for a Five-Year Operating Plan for Zone 6 which includes Forest Management Districts 14 and 15 in southwestern Newfoundland. The plan describes proposed timber harvesting operations and silviculture activities. The plan covers the period from January 1, 2019 to December 31, 2023.

The undertaking was registered on July 4, 2018; the deadline for public comments is August 9, 2018; and the minister’s decision is due by August 18, 2018.

ENVIRONMENTAL PREVIEW REPORT SUBMITTED FOR REVIEW:

Colinet-Rocky River Zip Line and Adventure Park (Reg.1752)
Proponent: Trevor Linehan

The proponent has submitted an environmental preview report (EPR) for the above undertaking as required by the minister. The EPR document is available on the Department of Municipal Affairs and Environment website at: www.mae.gov.nl.ca/env_assessment/projects/Y2014/1752/index.html. Public comments regarding the EPR are welcome and must be received by August 9, 2018. Public comments may be emailed to the chair of the Environmental Assessment Committee, Brenda Rowe at browe@gov.nl.ca or to EAProjectComments@gov.nl.ca or they may be mailed to the address below. The minister’s decision on the EPR is due by August 18, 2018.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Ming’s Bight (Argyle) Gold Mine (Reg.1959) 
Proponent: Anaconda Mining Inc.

The minister has advised the proponent that an environmental preview report (EPR) is required for the project. The EPR is necessary to provide additional information, including, but not limited to: a botanical survey for rare plants, dust and noise control measures, and potential effects on Town of Ming’s Bight water supply. An environmental assessment committee will be appointed to provide scientific and technical advice to the minister, and guidance regarding the information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR. The public will be invited to provide comments on the EPR upon its submission. UNDERTAKING RELEASED:

Baie Verte Tailings Management Facility Expansion, Ming Copper-Gold Mine 
Proponent: Rambler Metals and Mining Canada Limited (Reg. 1939)

The Minister of Municipal Affairs and Environment, following review of comments from the public and recommendation from the Assessment Committee, has determined that the Environmental Preview Report (EPR) for the above project is considered satisfactory and the project is released from further environmental assessment review, subject to the following condition:

  • Rambler Metals and Mining Canada Ltd is required to enter into a Memorandum of Understanding with the Water Resources Management Division of the Department of Municipal Affairs and Environment for the installation of a real-time water quality/quantity network as determined upon further consultation. The proponent is to bear all costs associated with the monitoring network and must install the required network prior to the expansion of the tailings management facility.
