The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Incinerator Road Scrap Metal Processing Initiative (Reg. 1947)
Proponent: Newco Metal and Auto Recycling Ltd.

The proponent proposes to upgrade its metal recycling facility located on Incinerator Road in the City of St. John’s. The upgrades will include secondary processing of recycled metals to significantly reduce the physical volume of material handled while increasing the resale value of recovered material. Upgrades will include construction of a large concrete pad with associated drainage control (oil/metal/sediment separator), placement of a self-contained automobile depollution unit, installation of a metal shredding unit, and the installation of a non-ferrous processing plant. The project is scheduled to commence in March of 2018.

The undertaking was registered on February 13, 2018; the deadline for public comments is March 22, 2018; and the minister’s decision is due by March 30, 2018.

ENVIRONMENTAL ASSESSMENT COMMITTEES APPOINTED:

Green Hill Quarry Reclamation and Rehabilitation (Reg. 1934)
Proponent: J and E Enterprises Ltd.

On January 25, 2018, the minister advised the proponent that an Environmental Preview Report (EPR) is required for the project. An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the minister and to prepare guidelines for conducting the EPR. The EAC includes representation from the following Provincial Government departments:

  • Department of Municipal Affairs and Environment
    • Environmental Assessment Division – Chairperson
    • Water Resources Management Division
    • Pollution Prevention Division
  • Department of Natural Resources
    • Mineral Lands Division
  • Department of Health and Community Services
    • Public Health Division

Baie Verte Tailings Management Facility Expansion, Ming Copper-Gold Mine
Proponent: Rambler Metals and Mining Canada Limited
 (Reg. 1939)

On January 25, 2018, the minister advised the proponent that an Environmental Preview Report (EPR) is required for the project. An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The EAC includes representation from the following provincial and federal government agencies:

    • Environmental Assessment Division – Committee Chairperson
    • Water Resources Management Division
    • Pollution Prevention Division
  • Department of Natural Resources
    • Mineral Development Division
  • Fisheries and Oceans Canada

    • Environmental Protection Operations
