Provincial Government Announces Interim President and Chief Executive Officer for Newfoundland and Labrador Liquor Corporation
The Honourable Tom Osborne, Minister of Finance and President of Treasury Board and Minister Responsible for the Newfoundland and Labrador Liquor Corporation, today announced that Sharon Sparkes has been appointed interim President and Chief Executive Officer of the Newfoundland and Labrador Liquor Corporation (NLC).

Effective immediately Ms. Sparkes replaces Stephen Winter as President and Chief Executive Officer of the NLC. Minister Osborne acknowledges and would like to express gratitude to Mr. Winter on behalf of the province for his 14 years of service to the NLC.
The Independent Appointments Commission (IAC) will be engaged to fill the role of President and CEO for the NLC on a permanent basis and will use the merit-based appointment process.
Newfoundland and Labrador is the first Canadian province to establish a legislated merit-based appointment process. The IAC is actively recruiting for a number of positions now listed online through the IAC website.

Ms. Sparkes is very familiar with the NLC Board of Directors having served as Senior Vice President and Chief Financial Officer since 2010. The role of President and CEO will be filled on a permanent basis through the merit-based process established with the Independent Appointments Commission.”

Biographical Information for Sharon Sparkes
Sharon Sparkes has extensive experience in senior management roles in both the public and private sector, from a career spanning more than 25 years, including 13 years in executive management with the Newfoundland and Labrador Liquor Corporation (NLC). Most recently Ms. Sparkes served as Senior Vice President and Chief Financial Officer with the NLC. She has been Chairperson of the Association of Liquor Licensing Authorities of Canada, and currently serves as a member of the province’s audit committee. She is a member of the Board of Directors of Canada Post Corporation where she is the Chairperson of the Audit Committee and a member of the Pension Committee.
Ms. Sparkes is a Chartered Accountant and holds a Master of Business Administration and a Bachelor of Commerce (Hons.) from Memorial University. She is also a member of the Institute of Corporate Directors and an institute-certified director. Ms. Sparkes resides in St. John’s with her husband, Grant and son Mitchell.
