Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following event relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Cr�maill�re Harbour Marine Port Development (Reg. 1933)
Proponent: Great Northern Port Inc.

The proponent proposes to develop a full service marine offshore base at Cr�maill�re Harbour, approximately 4.1 kilometres south of the Town of St. Anthony on the Northern Peninsula, in order to meet onshore and offshore logistics requirements as well as military and Coast Guard needs. The project consists of an industrial subdivision and deep water marine port that includes the construction of roads, warehousing, fabrication and laydown areas, a diesel and base oil fuel tank farm, a liquid mud plant, docks, ramps and onshore quays, and a graving dock for refit and repair of large vessels. Construction is scheduled to occur in three phases beginning in 2020 with expected completion by 2030.

The undertaking was registered on November 14, 2017; the deadline for public comments is December 23, 2017; and the minister�s decision is due by December 29, 2017.

UNDERTAKINGS RELEASED:

Dildo Pond Agricultural Development Area (Reg. 1928)
Proponent: Triple E Farms Ltd.

The project is released subject to the following condition:

  • Forested land must not be cleared between May 1 and July 15 annually to mitigate against the inadvertent destruction of migratory bird nests, eggs and chicks.

Big Island Pond ATV Trail Extension (Reg. 1929)
Proponent: Big Island Pond ATV Trail Association

The project is released subject to the following condition:

  • The proponent shall prepare and submit an environmental protection plan (EPP) for the construction and long-term maintenance of the trail, the location and design of stream crossings, and the location and design of wetland crossings to the Minister of Municipal Affairs and Environment for approval before the start of any site-specific construction. It should be demonstrated in the EPP that the trail can be maintained in such a manner that it will not adversely impact riparian and aquatic species and habitat. GPS coordinates of the final trail route must be included.
