2016-17 Road Construction Season Well Underway
The Department of Transportation and Works has issued 25 tenders since launching the 2016-17 road construction season in March, with a further 10 tenders to be issued for roadwork across Newfoundland and Labrador. The projects are funded under the $62 million Provincial Roads Program. In addition, numerous projects valued at $55 million in provincial and cost-shared funding are continuing from previous years.
We were pleased to get the season underway earlier this year with the announcement of several early tenders on March 21. This was followed by the full list of projects being released in April. It has been a busy and productive period since then to ensure that tenders are being issued and awarded, that the industry is getting to work, and that important road work is getting done.
- The Honourable Al Hawkins, Minister of Transportation and Works
A multi-year transportation infrastructure plan is being developed and will be brought forward for public consultations prior to being released publicly this fall. It will list projects for the next five years, serve as a cost-saving measure for government and allow tenders to be issued as early as January in subsequent years.

Earlier tenders have been great news for the heavy civil industry. Planning early provides positive outcomes for government, contractors, contractor employees and the general public. It supports informed investment and business planning decisions, improved productivity in the spring and summer months, improved scheduling of work in busy traffic areas and helps to keep skilled labour working in our province. We look forward to the continuation of early tenders and the introduction of a multi-year schedule.
- Jim Organ, Executive Director, Heavy Civil Association of Newfoundland and Labrador
Road projects were assessed and determined based on research, evidence and evaluation. Projects were then prioritized according to criteria such as safety, conditions, class, economic impacts, preventive value and bundling opportunities.
