Enhancing Services for Newfoundlanders and Labradorians

Request for Proposals Intended to Enhance Driver's Licence and Photo ID Production

For the past 10 years, Newfoundland and Labrador and the other Atlantic Provinces have used software and equipment jointly procured from a third-party company to produce driver's licences. The current agreement with the company involved with producing driver's licences will expire next year. As such, the Atlantic Provinces have issued a Request for Proposals (RFP) to find the next-generation solution that will allow all four provinces to continue providing identification cards while improving security and reducing wait times.

"Through this RFP process, we are hoping to achieve benefits that include greater security features in the driver's licence cards, reduced wait times at Motor Registration Division offices and cost savings. While the purpose of the RFP is to determine if a third party can issue driver's licences for all Atlantic Provinces from one location, our valued staff will still be needed to process the information and transactions in the same manner as they always have."
- The Honourable Eddie Joyce, Minister of Service NL

The only potential change in the standard process that could result if there is a successful bidder on the RFP will be that driver's licences and identification cards will be printed and mailed to applicants from one central location. Temporary paper-based identification documents will be provided at the time of application. Should a successful bidder be identified after the RFP closes on August 31, the Provincial Government will announce the RFP result publicly.

This replacement photo driver's licence system builds on other recent enhancements to Motor Registration Division services, including the introduction earlier this year of online driver's licence renewals, the move to 10-year validity for driver's licence photos, and increased discounts for online renewals of vehicle registrations and licence renewals. The Provincial Government remains committed to providing high quality services at the most efficient cost.

QUICK FACTS

  • Newfoundland and Labrador continues to work with the other Atlantic Provinces to pursue the best process for providing driver's licences.
  • No job reductions are anticipated from the Atlantic Canadian driver's licence RFP.
  • All other provinces in Canada have already adopted the central issuance approach that the Atlantic Provinces are pursuing now with this RFP.
