The Honourable Tom Osborne, Speaker of the House of Assembly, announced that the Members' Compensation Review Committee was appointed by resolution of the House of Assembly today (May 12, 2016), with an effective date of July 7, 2016. The committee will be chaired by Sandra Burke. The other committee members are Kathy LeGrow and Jeffrey Pardy.

The appointment of the committee is in accordance with subsection 16(1) of the House of Assembly Accountability, Integrity and Administration Act which requires that such a committee be appointed once during each General Assembly.

The committee's mandate is to inquire into and prepare a report respecting the salaries, allowances, severance payments and pensions to be paid to Members of the House of Assembly. The report must be delivered to the Speaker of the House of Assembly no later than November 4, 2016.

The recommendations of the report will be brought to the House of Assembly Management Commission for review. The commission will have the power to modify the recommendations, but only in a manner that does not exceed the maximum amounts recommended by the committee.

Biographies

Ms. Sandra Burke, Q.C.
Ms. Burke is a partner with the firm of Dawe & Burke, barristers and solicitors. She was admitted to the Bar of the Newfoundland and Labrador Law Society in 1989. She holds a Bachelor of Law Degree from Dalhousie University and a Bachelor of Commerce - Hons (Co-op) from Memorial University of Newfoundland. She was appointed Queen's Counsel in 2011.

She was counsel for the Canadian Mental Health Association, NL Division, in the Luther Inquiry of 2001-2002 and counsel for the Labrador Inuit Association in the Luther Inquiry of 1999. Ms. Burke was the Associate Counsel on the Royal Commission of Inquiry into Mount Cashel in 1989-1990. Currently, Ms. Burke is chair of the Mental Health Care and Treatment Review Board, chair of the Family Law Subsection, Canadian Bar Association (NL Branch) and chair of Family Law Section, Bar Admissions, Law Society of NL. She is a current member of the Family Law Rules Sub-Committee, Supreme Court of NL (Family Division).

Ms. Kathy LeGrow,
Ms. Legrow holds a Bachelor of Arts from Dalhousie University and an Honorary Doctorate of Laws from Memorial University of Newfoundland. Ms. Legrow is a member of the Order of Canada. Currently, she is the president, CEO and chair of the board of directors of K.A. Pratt group of companies. She is the creator, chair and financier of the Pratt Foundation which supports research, program development and implementation to ensure that children at risk have the opportunity to live resilient lives.

Presently, Ms. Legrow is chair of the Downtown Outreach Coalition for St. John's, director of the Canadian Forces Liaison, and serves on the Board of Governors, Junior Achievement of NL and the Board of Directors, Choices for Youth. She is the Honorary Lieutenant-Colonel, 37 Service Battalion. Ms. Legrow also serves on the National Council of Honouraries.

Mr. Jeffrey Pardy
Mr. Jeffrey Pardy is a MUN Commerce graduate 1974, a Chartered Accountant in 1977, and a Fellow Chartered Accountant in 1996. He was employed with Grant Thornton LLP (GT) from 1974 until his retirement from the firm in 2012. He was a GT Partner for 30 years which included two terms as Managing Partner of the NL Business Unit. He served on various GT committees locally and nationally including terms as a member of the firm's Leadership Group and its Policy Board.

Mr. Pardy is a past President and Board Chair of NL Chartered Accountants, a past member of the Executive Committee and Board of Directors of CA Canada, and past Chair of the Atlantic First Officers Group.

Mr. Pardy has served and continues to serve on numerous Boards and Committees including the St. John's Board of Trade (Treasurer 1996-99), St. John's Northwest Rotary (President 2009-10), Rotary District 7820 (Board, Executive Committee and Treasurer 2012-15), MUN School of Business-Advisory Board (2008-12), Public Accountants Licensing Board (2012-15), and Ronald MacDonald House of NL (2008). He currently is an Executive Committee member, Board member and Finance Committee chair at The Rooms Corporation.
