Premier Ball Announces New Clerk of the Executive Council

The Honourable Dwight Ball, Premier of Newfoundland and Labrador, today announced the appointment of Bernard Coffey, QC, as Clerk of the Executive Council, effective immediately.

I am confident that Mr. Coffey will work diligently on behalf of the people of this province and successfully guide our programs and initiatives for many years. I look forward to working with him in this new role."

Mr. Coffey will replace Julia Mullaley, CPA, CA, who is being appointed as the acting Chief Executive Officer of the Newfoundland and Labrador Housing Corporation. Tom Lawrence current acting Chief Executive Officer of the Newfoundland and Labrador Housing Corporation will be retiring as of September 30, 2016. Premier Ball has additionally appointed Elizabeth Day as Deputy Clerk of the Executive Council on an acting basis.

BACKGROUNDER
BIOGRAPHICAL INFORMATION

Bernard Coffey, QC
After graduating from Gonzaga High School in St. John's, Mr. Coffey attended Memorial University [B.Sc. ('74); B.A. ('81)]; and York University [LL.B. ('79)]. Mr. Coffey's 35-year legal career has involved both public service and private practice. During an initial period in private practice (1979 to 1985), he represented the families of eight victims of the Ocean Ranger tragedy. His public service career (1985 to 2000) included numerous complex and lengthy cases, and has involved appearances in courts throughout Newfoundland and Labrador. After returning to private practice (2000 to the present), he represented clients in various high profile matters, including acting as co-counsel for the commissioner during the Cameron Inquiry. Bern and his wife Rosemarie, a retired teacher, have four daughters.

Julia Mullaley, CPA, CA
Julia Mullaley was appointed Clerk of the Executive Council and Secretary to Cabinet in August 2013. Prior to this appointment, she served in various capacities within the public service including Deputy Minister, Department of Advanced Education and Skills; Deputy Minister of Municipal Affairs; Deputy Clerk of the Executive Council and Associate Secretary to Cabinet; Assistant Deputy Minister (Business Investment) with the Department of Business; Assistant Deputy Minister (Royalties and Benefits), Department of Natural Resources; Executive Director of Planning and Co-ordination with Executive Council; Director of Budgeting with Treasury Board Secretariat; and Audit Principal with the Office of the Auditor General. Ms. Mullaley is also a recipient of the 2009 Public Service Award of Excellence. Ms. Mullaley graduated with a Bachelor of Commerce (Co-operative) from Memorial University, followed by a Chartered Accountant professional designation. She resides in Mount Pearl with her husband Cyril and their four children.

Elizabeth Day
Elizabeth Day has been employed with the Newfoundland and Labrador public service for 32 years. She is currently the Assistant Secretary to Cabinet (Social Policy) and has recently held Assistant Deputy Minister positions in the Department of Seniors, Wellness and Social Development and the Department of Advanced Education and Skills and was an Executive Director in the Office of Public Engagement. Ms. Day has held director positions in Service NL and the Department of Child, Youth and Family Services and has had progressive leadership responsibilities in the areas of legislative and policy development, program supervision, project management, staff development and training and horizontal government initiatives. Ms. Day was awarded the title Fellow of the School of Graduate Studies from Memorial University of Newfoundland (April 2000). She holds the degrees of Master of Social Work and Bachelor of Social Work from Memorial University and is a registered social worker with the Newfoundland and Labrador Association of Social Workers.
