The Honourable Perry Trimper, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Bishop�s Falls Exploits River Tourism Development                         (Reg. 1855)
Proponent: Town of Bishop�s Falls

The proponent proposes to develop four locations along the Exploits River for tourism to enhance opportunities for fishing and recreation. The four tourism enhancement projects being proposed will be located at Station Road, Fallsview Municipal Park, Main Street and Riverside Drive are all located within the municipal boundaries of the Town of Bishop�s Falls. The projects will include tourism enhancements such as parking lots, boat slipways/launches, walkways and viewing decks. Construction for these projects is anticipated to begin in May 2017.

The undertaking was registered on July 20, 2016; the deadline for public comments is August 24, 2016; and the minister�s decision is due by September 3, 2016.

MINISTER�S DECISION EXTENDED:

Mount Pearl Paint Booth                                                             (Reg. 1847)
Proponent: Wartsila Canada Inc.

The Department of Environment and Conservation and the proponent have agreed to extend the deadline for the minister�s decision to July 26, 2016.

MINISTER�S DECISION DATE SET:

Placentia Bay Atlantic Salmon Aquaculture Project                         (Reg. 1834)
Proponent: Grieg NL Nurseries Ltd. and Grieg NL Seafarms Ltd.

Further to our previous notification of extension regarding this project related to pending comments from a key referring agency, the Department of Environment and Conservation received the final information needed on July 15, 2016, to conclude the screening review of the registration. The environmental assessment is being concluded and the decision date is now set at July 22, 2016.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Argentia Access Road Industrial Composting Facility                          (Reg. 1838)
Proponent: Metro Environmental Services Limited

The minister has advised the proponent that an environmental preview report (EPR) is required for this project. The EPR is necessary to provide additional information on, but not limited to: odour management, including building and ventilation design; details of composting technology, equipment and procedure; certified operator training; employment details and personal protective equipment for employees and operators; a fire and emergency services plan; an on-going vector management plan; and a site decommissioning plan. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister, and guidance regarding the information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR. The public will be invited to provide comments on the EPR upon its submission. PROJECT RELEASED:

First Pond Gravel Quarry                                                                   (Reg. 1842)
Proponent: RPM Construction

The project is released subject to the following conditions:

  • Where applicable, a minimum 30-metre naturally vegetated buffer shall be maintained along all waterbodies and wetlands to protect sensitive riparian and aquatic species, and their habitat. This buffer shall not be used to stockpile overburden;
  • To minimize habitat disturbance to birds and small mammals, any necessary vegetation clearing or excessive noise should be undertaken outside of the nesting, breeding and brood rearing period (May to mid-July), when disturbance would be most critical.
