Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Indian Brook Area Quarry Expansion and Equipment Storage Yard                                     (Reg. 1846)
Proponent: J & J Paving Limited

The proponent proposes a six-hectare expansion to an existing quarry approximately 8.5 kilometres west of Springdale, along the TransCanada Highway in the vicinity of Indian Brook. Proposed work will include clearing and grubbing of vegetation; excavation, crushing, screening and transportation of aggregate; and the manufacture of asphalt during the road construction season. The operation will also include weigh scales, fuel storage, reject asphalt storage (for recycling) as well as a garage and storage yard for heavy equipment. Construction is scheduled to begin in July 2016 and the facility will operate between May and October annually.

The undertaking was registered on June 1, 2016; the deadline for public comments is July 7, 2016; and the minister�s decision is due by July 16, 2016.

Commercial Spray Painting Booth in Donovans Industrial Park                                     (Reg. 1845)
Proponent: Island Propane Limited (Newlab Oxygen Limited)

The proponent has submitted a proposal to establish a refurbishing centre for domestic propane tanks in Newfoundland. This service currently does not exist in the province and would involve the exchange of propane tanks at local gas stations and retail stores whereby a customer brings an empty tank to the location and exchanges it. Each returned tank would then be inspected, de-labelled, cleaned, sandblasted, repainted, leak-tested and re-valved if necessary, re-sleeved and refilled at an existing facility in Donovans Industrial Park. This facility will require the addition of a 7.6 metre x 12.2 metre building as well as the installation of a paint booth. Construction would begin when all permits are acquired and the facility would operate from April to October annually.

Grand Falls Main Dam Rehabilitation                                     (Reg. 1844)
Proponent: Newfoundland and Labrador Hydro

The proponent proposes to undertake a number of required modifications and rehabilitation works at the existing hydroelectric generating facility at Grand Falls-Windsor. The facility includes a main dam that extends across the Exploits River; power canal and penstocks; electrical generating units; fish bypass systems; as well as nearby transformers and terminal stations. Works to be completed include rehabilitation of the existing concrete dam structure to refurbish deteriorating concrete; replacement of the existing temporary flashboard system at the top of the dam; construction of a single lane vehicle bridge across the existing power canal; and construction of a pedestrian bridge over sections of the dam works to provide additional, safe access to the dam structure for construction and maintenance activities. The proposed project is planned in various phases over a three-year period.

The undertaking was registered on May 30, 2016; the deadline for public comments is July 7, 2016; and the minister�s decision is due by July 14, 2016.

Route 91 Cataracts Brook Bridge Replacement                                     (Reg. 1843)
Proponent: Department of Transportation and Works

The proponent is proposing to replace the one-lane Ellis Memorial Bridge with a two-lane bridge that passes over Cataracts Brook, a tributary to a scheduled salmon river in Cataracts Provincial Park. The proposed new crossing will be a multi-plate culvert on footings and will be installed approximately 160 metres upstream from the Ellis Memorial Bridge. The project will involve road realignment to access the new bridge, including the construction of 600 metres of gravel road beginning approximately 3.2 kilometres west of the intersection of Routes 91 and 92, near the community of Colinet, and extending westward toward Placentia to the new bridge crossing. The route will follow the existing transmission line easement through the park. The proponent anticipates project construction could begin in the summer of 2016, after appropriate approvals have been obtained.

The undertaking was registered on May 31, 2016; the deadline for public comments is July 7, 2016 and the minister�s decision is due by July 15, 2016.

MINISTER�S DECISION EXTENDED:

Valentine Lake Mineral Exploration and Access Roads                                     (Reg. 1839)
Proponent: Marathon Gold Corporation

The Department of Environment and Conservation and the proponent have agreed to extend the deadline for the minister�s decision to June 10, 2016.

Sand & Gravel Quarry Operation near Piper�s Hole River                                     (Reg. 1837)
