Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL IMPACT STATEMENT REQUIRED:

Stephenville Crossing Estuary Soft Shell Clam Farm                          (Reg. 1829)
Proponent: Mills Aquaculture Newfoundland Ltd.

The minister has advised the proponent that an Environmental Impact Statement (EIS) is required for this project. The EIS is necessary to provide information on, but not limited to the potential effects on endangered migratory shorebirds and Atlantic salmon and related habitat, and to meet with the local community to identify and respond to their concerns regarding the environmental effects. Additional information requirements shall address, but are not limited to: project activities and methodology; endangered shorebirds, sea ducks and waterfowl, Atlantic salmon, Banded Killifish, and eelgrass beds; evaluation of the potential environmental impacts; mitigations and monitoring efforts; and a cumulative effects assessment on shorebird habitat. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister and guidance regarding the information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EIS. The public will be invited to provide comments on the EIS upon its submission. Seal Cove Soft Shell Clam Farm                          (Reg. 1830)
Proponent: Mills Aquaculture Newfoundland Ltd.

ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:

Eddies Cove Oil Spill Detection /Testing Facility                         (Reg. 1819)
Proponent: Fugro GeoSurveys

The minister has approved the guidelines for the preparation of the environmental preview report (EPR) for the Eddies Cove Oil Spill Detection/Testing Facility. The EPR guidelines identify the information that the proponent will be required to include in the report. The proponent, Harbour Grace Ocean Enterprises Ltd., has agreed to extend the deadline for the minister�s decision to January 20, 2016.
