Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Long Harbour Fibreglass Service Centre     (Reg. 1873)
Proponent: Eastern Composite Services Inc.

The proponent proposes to consolidate all its services for fibreglass training, rubber lining and anode repairs to one location at 542 Long Harbour Road, in Long Harbour-Mount Arlington Heights, corner of Route 101 and 202. Eastern Composites Services Inc. has been operating from three locations in the area and plans to consolidate to one existing building (2,800 m2) on a six-acre property located approximately 2.5 kilometres from the Town of Long Harbour and the Vale Plant. Part of the building will include a fibreglass shop (350 m2) and utility space (350 m2) plus an office complex (222 m2) is proposed for outside the building.

The undertaking was registered on November 29, 2016; the deadline for public comments is January 4, 2017; and the minister’s decision is due by January 13, 2017.

Come by Chance Bulk Storage Tank Expansion     (Reg. 1872)
Proponent: Asphalt Product Industries Inc.

The proponent has submitted a proposal to construct an additional 7,000 tonne liquid asphalt storage tank at their liquid asphalt storage terminal located in Come by Chance for the handling and storage of asphalt cement (AC). This facility currently has two AC storage tanks totalling 8,000 tonnes that provide product to road building contractors in the area. Construction is anticipated to last three months and operations would be on a seasonal-permanent basis from May through November.

The undertaking was registered on November 28, 2016; the deadline for public comments is January 4, 2017; and the minister’s decision is due by January 12, 2017.

REVISED ENVIRONMENTAL PREVIEW REPORT SUBMITTED:

Argentia Access Road Industrial Composting Facility Project     (Reg. 1838)
Proponent: Metro Environmental Services Incorporated

The proponent has submitted a revised environmental preview report which includes a Site and Facility Layout in Appendix 1. The revised EPR is available on the department’s web site at the link below:

The public is invited to review the revised EPR and provide comments to the Department of Environment and Climate Change by January 5, 2017. Public comments may be emailed to the Chair of the environmental assessment committee, Joanne Sweeney, at joannesweeney@gov.nl.ca or to EAProjectComments@gov.nl.ca, or may be mailed to the address below. The minister’s revised EPR decision is due by January 14, 2017.

MINISTER’S DECISION EXTENDED:

Stephenville Septage Treatment Facility     (Reg. 1861)
Proponent: Enviro Green Septic Pumping Ltd.

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister’s decision to December 9, 2016.

Baie Verte Area, Stog’er Tight Goldmine – West Pit Expansion     (Reg. 1860)
Proponent: Anaconda Mining Inc.

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister’s decision to December 15, 2016.

Indian Brook Area Quarry Expansion and Storage Yard     (Reg. 1846)
Proponent: J & J Paving Limited

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister’s decision to December 16, 2016.

Southern Labrador Waste Disposal Facility     (Reg. 1848)
Proponent: Labrador Straits Waste Disposal Incorporated

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister’s decision to December 20, 2016.

PROJECT RELEASED:

Creston North Quarry     (Reg. 1862)
Proponent: Wylie Hooper

The project is released subject to the following condition:

  • The proponent must receive approval from Water Resources Management Division for the site drainage plan prior to the start of the project.
