Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

PLANS APPROVED:

Bay d'Espoir to Western Avalon Transmission Line   (Reg. 1803)
Proponent: Newfoundland and Labrador Hydro

On June 17, 2016 the Minister of Environment and Climate Change released the project from the environmental assessment process subject to a number of conditions. Those conditions included the submission of a revised Environmental Protection Plan; and the minister's approval of the Rare Plant and Lichen Protection and Monitoring Plan, and a Decommissioning Plan. In addition, the proponent was required to apply Nalcor Energy's Diversity and Inclusion Strategy to the project and provide to the Minister Responsible for the Status of Women an overview of the diversity initiatives that will be implemented for the project. These specific conditions of release have now been met.

UNDERTAKINGS REGISTERED:

Crown Five-Year Operating Plan for Zone 1 (2017-2021)   (Reg. 1863)
Proponent: Forest Service, Department of Fisheries, Forestry and Agrifoods

The proponent has submitted a proposal for a Five-year Sustainable Forest Management Plan for Zone 1 consisting of the entire Avalon Peninsula west to Come By Chance. The plan describes timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2017 to December 31, 2021.

The undertaking was registered on November 9, 2016; the deadline for public comments is December 15, 2016; and the minister's decision is due by December 24, 2016.

Crown Five-Year Operating Plan for Zone 3 (2017-2021)   (Reg. 1864)
Proponent: Forest Service, Department of Fisheries, Forestry and Agrifoods

The proponent has submitted a proposal for a Five-Year Sustainable Forest Management Plan for Zone 3 consisting of Forest Management Districts 4, 5, 6 and 8. Zone 3 extends from Seal Bay in the northwest, easterly to New-Wes-Valley, southerly to Terra Nova National Park and westerly to the general area of the Bay D'Espoir Highway. The plan describes timber harvesting operations, construction of access roads and silviculture activities. This undertaking is necessary to maintain and or expand the existing commercial industry and allow for domestic harvesting for home heating. The plan covers the period from January 1, 2017 to December 31, 2021.

The undertaking was registered on November 9, 2016; the deadline for public comments is December 15, 2016; and the minister's decision is due by December 24, 2016.

MINISTER'S DECISION EXTENDED:

Embree Residential Subdivision   (Reg. 1858)
Proponent: Mr. David Nippard

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister's decision to November 18, 2016.

Indian Brook Area Quarry Expansion and Equipment Storage Yard   (Reg. 1846)
Proponent: J & J Paving Limited

The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister's decision to November 21, 2016.
