Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:
Pasadena Craft Beer Nano Brewery
                               (Reg. 1857)
Proponent: Western Newfoundland Brewing Company Ltd.
 
The proponent proposes to establish a pilot craft beer nano brewery within the existing Pardy's Venture Centre located at 23 Stentaford Avenue, Pasadena.  It is estimated that between 150 to 300 brewing cycles will be completed per year.  As a result, up to 4500 kilograms of spent grains, 600 litres of compostable brewing byproducts, 30 litres of cleaning chemicals and 15,000 litres of waste water may be produced per year. All liquid waste will be discharged into the Town of Pasadena municipal sewer system.  The project is scheduled to begin production by the end of September 2016.
 
The undertaking was registered on August 31, 2016; the deadline for public comments is October 14, 2016.
 
Embree Residential Subdivision                                   (Reg. 1858)
Proponent: Mr. David Nippard
 
The proponent has submitted a proposal to develop a residential subdivision in four phases in the Town of Embree, located seven kilometres north of Lewisporte. This proposed undertaking will involve the clearing or approximately 14.5 hectares with phase one scheduled to begin in the spring of 2017 and phase four in 2020.  A total of 103 serviced lots with associated roads, curbs, sidewalks, water and sewer services and storm sewers are anticipated to be built.  Road construction and utilities are scheduled to begin when all permits and approvals have been obtained.
 
The undertaking was registered on September 2, 2016; the deadline for public comments is October 14, 2016.
 
Shallop Cove Sand and Gravel Quarry Extension             (Reg. 1859)
Proponent: On Grade Construction 2015 Inc.
 
The proponent has submitted a proposal for quarry operations on two separate permit applications totaling 27.6 hectares at Shallop Cove, near St. George's.  No new road construction is anticipated and initial activities include clearing and grubbing to access underlying sand and gravel. The proponent will operate a screener and crusher onsite and resources are expected to last 10 years. The quarry is anticipated to operate between May and October each year. A naturally vegetated buffer of 100 metres lies between the proposed quarry boundary and a small pond.
 
The undertaking was registered on September 7, 2016; the deadline for public comments is October 14, 2016.
 
APPEAL OF MINISTER'S DECISION:
 
Placentia Bay Atlantic Salmon Aquaculture Project            (Reg. 1834)
Proponent: Grieg NL Nurseries Ltd. and Grieg NL Seafarms Ltd.
 
On July 22, 2016 the above noted undertaking was released from environmental assessment.  On August 31, 2016 the minister received an appeal of that decision. MINISTER'S DECISION EXTENDED:
 
Indian Brook Area Quarry Expansion and Equipment Storage Yard     (Reg. 1846)
Proponent:  J & J Paving Limited
 
The Department of Environment and Climate Change and the proponent have agreed to extend the deadline for the minister's decision to September 21, 2016.
 
ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:
 
Cape Ray Gold Partnership Project     (Reg. 1851)
Proponent: Nordmin Resource and Industrial Engineering Ltd.
 
On August 24, 2016, the minister advised the proponent that an Environmental Impact Statement (EIS) is required for this project. An Environmental Assessment Committee has now been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EIS. The Assessment Committee has representation from the following provincial and federal government agencies:
