Exploring Energy Efficiency Options

Provincial Government Releases Feedback on National Energy Code for Buildings Consultations

The Provincial Government today released a What We Heard document which outlines the findings of the consultation process on the National Energy Code for Buildings (NECB). The report is available online at www.exec.gov.nl.ca/exec/ccee/publications/necb_cons_what_we_heard.pdf pdf

I wish to thank the individuals and organizations who participated in the consultation process and shared their views and perspectives on energy efficiency requirements for large buildings. The Provincial Government is committed to supporting a major shift in the uptake of processes and technologies which promote energy efficiency in this province.
- Honourable Dan Crummell, Minister Responsible for Climate Change and Energy Efficiency

In total, 77 participants attended stakeholder consultation sessions, including representatives from business sector organizations, the construction industry, electric utilities, municipalities, aboriginal governments and post-secondary training institutions. Officials also received two written submissions.

The NECB outlines minimum energy efficiency requirements for the design and construction of large buildings that are greater than 600 square meters or over three stories in height. It contains minimum requirements related to the building envelope, lighting, heating, ventilating and air-conditioning (HVAC) systems, service water heating systems, and electrical power systems and motors.

The input and feedback received will inform next steps on an approach to enhancing energy efficiency requirements for large buildings in the province.
- Minister Crummell

The findings are summarized according to three main themes:

  • The Business Case for Adopting the NECB;
  • Potential Approach to Implementation and Administration of the NECB; and
  • Skills and Training Requirements.

Feedback received during the consultation process will be used to inform the development of options and next steps on improving the energy efficiency of new large buildings in Newfoundland and Labrador.
