Apprenticeship Mobility Agreement Supports Population Growth

The Government of Newfoundland and Labrador signed an Atlantic Memorandum of Understanding Concerning Apprenticeship Mobility this past weekend during the Council of Atlantic Premiers’ meeting in Charlottetown, Prince Edward Island. This agreement is one of the first steps in implementing the recently released Live Here, Work Here, Belong Here, A Population Growth Strategy for Newfoundland and Labrador, 2015-2025.

“Through our Population Growth Strategy, we want to focus on creating conditions which encourage people to reside in our province, finding innovative ways to match job seekers with employers and ultimately allowing employers in this province to succeed. Our Workforce Development Action Plan states that we will further pursue apprenticeship harmonization to improve the labour mobility of apprentices. The Apprenticeship Mobility Agreement does just that and allows us to get closer to these goals, helping apprentices to capitalize on employment opportunities and our province to better meet the labour demands of businesses.”

The Apprentice Mobility Agreement provides seamless mobility for apprentices, making it easier for them to gain access to on-the-job training and work experience needed to complete their certification and helps to meet labour demands. The agreement is the first of its kind in Canada and has generated national discussions on apprentice mobility.

“Creative solutions to supply businesses and other organizations with the labour they need to thrive is what the Apprentice Mobility Agreement is all about. It is giving apprentices the opportunity to stay and live in Newfoundland and Labrador, while gaining their hours in other provinces. In peak times of employment when labour is needed, the agreement allows apprentices from other Atlantic provinces to come here to help fill that gap. It is through responsive supports and services, such as this new agreement, that the Provincial Government will work to support the growth of our population through the opportunities available in the province.”

The agreement, signed June 28, is a part of the Atlantic provinces $7.9 million Atlantic Apprenticeship Harmonization Project, undertaken with the support of Employment and Social Development Canada, to align rules, processes and standards for apprenticeship across Atlantic Canada. This will enhance consistency and efficiency in the way Atlantic Canadians obtain trade certification.
