Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Rubeurs Brook Farm Access Road (Reg. 1824)
Proponent: Winding Brook Farms Ltd.

The proponent proposes to construct a 1.7 kilometre road in order to access 80 hectares of private land in the Rubeurs Brook area that will be operated as a vegetable farm. The proposed farm is located approximately 6.8 kilometres northeast of the community of Black Duck Siding, which is 15 kilometres northeast of Stephenville Crossing. Construction of the farm and access road will take place over several years with 15-20 hectares of land clearing. The farm plan includes ditching of fields and construction of two sediment ponds and water reservoir, 800 metres of farm roads, drip irrigation system, storage building, drying shed, utility building and septic system. The project is scheduled to begin in December 2015 subject to receipt of all approvals and finalization of other project details.

The undertaking was registered on November 26, 2015; the deadline for public comments is December 31, 2015; and the minister's decision is due by January 10, 2016.

Wabush Mines Decommissioning & Rehabilitation (Reg. 1825)
Proponent: Cliffs Natural Resources

The proponent proposes to decommission and rehabilitate the Wabush Mines Scully Mine property located in the southwest corner of Labrador approximately three kilometres from the Town of Wabush. Rehabilitation will consist of the following general activities: demolition and removal of all above-grade buildings, foundations and other infrastructure; cleanup of all surface yards including removal and disposal of all materials; removal of fencing and re-contouring of roadways; decommissioning of tunnels; revegetation of the tailings management area; flooding of open pits; and monitoring activities to evaluate site erosion, pit stability, surface and groundwater, etc.

The undertaking was registered on November 26, 2015; the deadline for public comments is December 31, 2015; and the minister's decision is due by January 10, 2016.

PROJECT RELEASED:


Black Mountain West Quarry (Reg. 1801)
Proponent: Newcrete Investments Limited Partnership

The project is released subject to the following conditions:

  1. A 100-metre naturally vegetated buffer must be maintained along all wetlands and waterbodies.
  2. The proponent must prepare and submit an Environmental Protection Plan for the construction and operation phases of the undertaking. The EPP must include a site Reclamation and Closure Plan and be approved by the Minister of Environment and Conservation prior to construction.
