Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

PROJECT UPDATE:

Marystown Atlantic Salmon Hatchery (Reg. 1814)
Proponent: Grieg Nurseries NL Ltd.

The Department of Environment and Conservation has determined the environmental assessment cannot proceed until a description of the entire project, including the salmon hatchery, the sea cage components and triploid fish is registered as a single undertaking, pursuant to Section 29 of the Environmental Assessment Regulations, 2003 as follows:


29. An undertaking that will be engaged in farm raising fish or shellfish where that undertaking will intervene in the rearing process to enhance production by keeping the animals in captivity, stocking and feeding the animals and protecting the animals from predators including

(a) fish or shellfish farming in salt water or fresh water; and

(b) fish or shellfish breeding and propagating or hatchery services,

where the undertaking will include the construction of shore based facilities other than wharves and storage buildings and

(c) permanent marine trap or weir fisheries,

shall be registered.

The proponent may submit supplementary information to be combined with the current submissions or withdraw the current proposal and re-submit a new document which describes the full scope of the project. Regardless of which approach is taken, another 45-day screening review period which will include a 35-day public review period will be required.


UNDERTAKINGS REGISTERED:

Ship Harbour Scrap Yard (Reg. 1822)
Proponent: Meade's Services and Storage

The proponent proposes to develop a scrap yard near Ship Harbor, off Route 102 on the Avalon Peninsula, Placentia Bay. The 0.54 hectare site will be located in a former quarry on the south side of Route 102 approximately 1.3 kilometres from the community of Fox Harbor. Scrap automobiles, steel, aluminum, etc. will be delivered to the site for storage until removed by recycling companies for disposal. The site will also be used for storage of heavy equipment.

The undertaking was registered on November 16, 2015; the deadline for public comments is December 25, 2015; and the minister's decision is due by December 31, 2015.


Carbonear Breakwater (Reg.1823)
Proponent: Fisheries and Oceans Canada, Small Craft Harbours Branch

The proponent has submitted a registration to construct a 151-metre rubblemound breakwater east of an existing wharf on the north side of Carbonear Bay. The purpose of the breakwater is to dissipate wave energy in the bay before it reaches the existing wharf and infrastructure at the DFO-SCH Carbonear site. The breakwater will have a footprint of 6,500 square metres and be constructed of imported core material, filter stone and armour stone. The construction of the breakwater could commence as early as April 1, 2016, and is expected to take 4.5 to five months to complete.

The undertaking was registered on November 19, 2015; the deadline for public comments is December 25, 2015; and the minister's decision is due by January 3, 2016.

Crown District 12 Forestry Plan Amendment (Denny's Pond) (Reg. 1815)
Proponent: Forestry Services

The project is released subject to the following condition:

  • Forest harvesting should not be conducted in this area between May 2 to July 2 and September 12 to December 27 during big game hunting season.
