Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Logy Bay Road NORM Temporary Storage Facility             (Reg. 1802)
Proponent: Crosbie Industrial Services Limited

Crosbie Industrial Services Limited (CIS) is proposing to temporarily store low level Naturally Occurring Radiation Materials (NORM) originating from offshore oil and gas operations, for transport and disposal out of the province. The proposal indicates that only NORM in the Unrestricted Classification, as prescribed Health Canada�s Guidelines for the Management of Naturally Occurring Radioactive Materials, 2011, will be stored and transported as part of this undertaking. NORM will be shipped from the offshore to St. John�s Harbour, where it will be collected and transported by CIS to its existing Waste Management Facility at Logy Bay Road in St. John�s. NORM waste will be stored up to a maximum of one year, and transported by CIS outside the province for final disposal at an approved facility.

The undertaking was registered on July 2, 2015; the deadline for public comments is August 6, 2015; and the minister�s decision is due by August 16, 2015.

Black Mountain West Quarry             (Reg. 1801)
Proponent: Newcrete Investments Limited Partnership

The proponent proposes to develop a 25.6 hectare quarry immediately west of its current sand and gravel quarry at Black Mountain/Little Soldiers Pond. This proposed site is approximately 1.8 kilometres southwest of Incinerator Road, off the Foxtrap Access Road.

Site access will be via Incinerator Road and Newcrete�s existing private access road and other existing access roads within its current quarry lease and the proposed quarry. Quarry operations will include excavation, crushing and loading of sand and gravel materials at the proposed site and transport to the processing equipment located at the current quarry lease. The majority of processing equipment will remain located within the current quarry lease. The quarry is proposed in order to meet increasing market demands for high quality sand and gravel in municipal, industrial and offshore developments. Development of the quarry is proposed to begin in September 2015.

The undertaking was registered on June 30, 2015; the deadline for public comments is August 6, 2015; and the minister�s decision is due August 14, 2015.

UNDERTAKING RELEASED:

Badger Area Adventure Tourism Lodge             (Reg. 1790)
Proponent: Bear Paw Adventures and Tours

The project is released subject to the following condition:

  • To protect sensitive riparian and aquatic species and their habitat, no development shall occur on the river-side of the T�Railway Provincial Park and a minimum 30- metre naturally vegetated buffer must be maintained along all waterbodies and wetlands.
