Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Burin Peninsula White Mountain ATV Trail         (Reg. 1792)
Proponent: White Mountain Trail Association

The proponent proposes to construct five kilometres of new multi-use trail that will connect with an existing trail and thus complete the link between St. Bernard�s and Bay de L�eau on the Burin Peninsula. Construction work will begin upon the release from environmental assessment and receipt of all permits.

The undertaking was registered on May 1, 2015; the deadline for public comments is June 10, 2015; and the minister�s decision is due by June 12, 2015.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Long Pond Weir          (Reg. 1783)
Proponent: City of St. John�s

On March 27, 2015 the minister advised the proponent that an Environmental Preview Report (EPR) is required for this project. An Environmental Assessment Committee has now been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The assessment committee has representation from the following Provincial Government agencies:

  • Department of Environment and Conservation
    • Environmental Assessment Division � Committee Chairperson
    • Water Resources Management Division
  • Health and Community Services
    • Eastern Health
  • Transportation and Works

Fisheries and Oceans Canada has conducted an independent review of this project under the Fisheries Act, and is providing technical advice to the Environmental Assessment Committee based on the review.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Indian River Cottage Lot Development Project        (Reg. 1785)
Proponent: Noble�s Holdings Inc.

On April 10, 2015, the minister advised the proponent that an Environmental Preview Report (EPR) is required for this project. An Environmental Assessment Committee has now been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The assessment committee has representation from the following Provincial Government agencies:

  • Department of Environment and Conservation
    • Environmental Assessment Division � Committee Chairperson
    • Water Resources Management Division
    • Wildlife Division
  • Executive Council
    • Office of Climate Change, Energy Efficiency
  • Service NL

ENVIRONMENTAL IMPACT STATEMENT REQUIRED:

Lower Cove Limestone Mine Lease Expansion        (Reg. 1779)
Proponent: Atlantic Minerals Limited

The Minister of Environment and Conservation had advised Atlantic Minerals Limited on April 27, 2015, that an Environmental Impact Statement (EIS) is required. Additional information on the project and baseline information requirements will have to address, but are not limited to: rare plant survey and habitat assessment; public concerns on effects of dust, blasting, etc; groundwater monitoring plan; gender equity and diversity plan; and alternatives to the location and size of area requested.

On April 30, 2015 Atlantic Minerals Limited advised the department that the undertaking is withdrawn.

ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:

Fermeuse Offshore Marine Base         (Reg. 1773)
Proponent: Fermeuse Enterprises Limited

The minister has issued guidelines for the preparation of the Environmental Preview Report (EPR) for the Fermeuse Offshore Marine Base project. The EPR guidelines document identifies the information that the proponent will be required to include in the EPR.
