Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:
Northern Arm Mink Farm Expansion (Reg. 1789)
Proponent: Eagle Ridge Farm Limited

The proponent proposes to expand its mink farm operation from 300 breeders to 3,000 breeders off Route 350, to the north of Northern Arm, between Botwood and Point Leamington. The mink farm currently covers a 2.4 hectare area with expansion plans to increase to 13.3 hectares to meet future production. Proposed expansion will include clearing four hectares of land to encompass four new mink sheds (76 metres by 11 metres), a storage shed, perimeter fencing, and temporary manure storage area. Construction is proposed to begin in July 2015 and last to 2018 in a staged approach to meet expanding farm requirements.

The undertaking was registered on April 15, 2015; the deadline for public comments is May 21, 2015; and the minister�s decision is due by May 30, 2015.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:
Indian River Cottage Lot Development Project (Reg. 1785)
Proponent: Noble�s Holdings Inc.

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to provide additional information including, but not limited to, a Level I and Level II Groundwater Assessments, an environmental monitoring plan, a Riparian and Wildlife Buffer Plan, a Historic Resource Impact Assessment, a revised site plan, a detailed water and septic plan for all lots identified, an analysis of flood potential using weather data from the nearest regional site and an approved intersection design off the Trans-Canada Highway. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister and guidance regarding the information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR.
