Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS RELEASED:

District 20 Five-Year Operating Plan (2015-2019)                             (Reg. 1771)
Proponent: Department of Natural Resources

Noels Pond Bypass Road Route 460 Revised                                 (Reg. 1777)
Proponent: Department of Transportation and Works

The project is released subject to the following conditions:

  • Transportation and Works is required to prepare and submit an Environmental Protection Plan to be approved by the Minister of Environment and Conservation prior to the commencement of construction.
  • Transportation and Works must consult with the International Appalachian Trail Newfoundland and Labrador (IATNL) regarding the existing hiking trail and relocation/mitigation options.

Belleoram Crushed Rock Export Quarry                                 (Reg. 1767)
Proponent: Continental Stone Limited

The project is released subject to the following conditions:

  • A Site Drainage and Silt Control Plan must be submitted to and approved by the Minister of Environment and Conservation prior to construction.
  • A Communication Plan for blasting and vessel scheduling must be submitted to and approved by the Minister of Fisheries and Aquaculture and Minister of Environment and Conservation prior to construction.
  • A Contingency Plan for super chill and biosecurity events must be submitted to and approved by the Minister of Fisheries and Aquaculture and Minister of Environment and Conservation prior to construction.
  • An Environmental Effects Monitoring Program for Air Quality must be submitted to and approved by the Minister of Environment and Conservation prior to construction.
  • An Environmental Protection Plan including avifauna must be submitted to and approved by the Minister of Environment and Conservation prior to construction.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Long Pond Weir                                 (Reg. 1783)
Proponent: City of St. John�s

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to provide additional information including, but not limited to, additional hydrologic modeling demonstrating water levels in Long Pond both pre and post weir installation, mitigative measures that will be implemented upstream of the proposed weir, dam breach analysis and alternatives to the weir design. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister, and guidance regarding the information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR.
