Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

MINISTER�S DECISION ON THE APPEAL:

Snows Pond/Ocean Pond Agriculture Forage Land                                                                      (Reg. 1592)
Proponent: Munn Poultry Farm Limited

As announced in the December 3, 2014, EA Bulletin, on December 12, 2011, the minister released the above undertaking from environmental assessment. As a condition of the release, the proponent was restricted from developing an area referred to as Site 2. On November 9, 2012, the minister revised the original environmental assessment release conditions to allow the proponent to develop a portion of Site 2.

The decision to revise the condition was appealed and the review of that appeal has now been concluded. Upon consideration of the comments received during the public review of the background documents, the minister has determined that the November 9, 2012, decision should remain in effect.

DEADLINE EXTENDED:

Lower Cove Limestone Mine Lease Expansion                                                                              (Reg. 1779)
Proponent: Atlantic Minerals Limited

The Minister of Environment and Conservation and the proponent, Atlantic Minerals Limited, have agreed to extend the review period for the proposal. The minister requires additional time to consider information received during the public review period which concluded on March 3, 2015. The minister�s decision which was due on March 12, 2015, has been extended to March 27, 2015.

ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:

Southern Labrador Waste Disposal Facility                                                                                 (Reg. 1765)
Proponent: Labrador Straits Waste Disposal Inc.

The minister has issued the final guidelines for the preparation of the Environmental Preview Report (EPR) for the Southern Labrador Waste Disposal Facility project. The EPR guidelines document identifies the information that the proponent will be required to include in the EPR. The EPR guidelines document is available on the Newfoundland and Labrador Department of Environment and Conservation website at: www.env.gov.nl.ca/env/env_assessment/projects/Y2014/1765/.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Fermeuse Offshore Marine Base                                                                                                 (Reg.1773)
Proponent: Fermeuse Enterprises Ltd.

On March 5, 2015, the minister advised the proponent that an Environmental Preview Report (EPR) is required for this project. An Environmental Assessment Committee has now been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The assessment committee has representation from the following Provincial and Federal Government agencies:

  • Advanced Education and Skills
  • Business, Tourism, Culture and Rural Development
