Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Clarke's Head Quarry        (Reg. 1786)
Proponent: Donald LeDrew

The proponent proposes to develop a seven hectare sand, gravel and rock quarry approximately six kilometres south west of Clarke's Head, Gander Bay, on an existing resource road and adjacent to other quarry operations. The proponent proposes to operate under two quarry permits, one on each side of the resource road. Material from the quarry will be used in local construction projects and for winter sand for the Department of Transportation and Works.

The undertaking was registered on March 11, 2015; the deadline for public comments is April 16, 2015; and the minister's decision is due by April 25, 2015.


Gravel and Sand Quarry at Horse Chops        (Reg. 1787)
Proponent: L & E Trucking and Excavation Ltd.

The proponent has submitted a proposal to develop a 10-hectare gravel and sand pit in an area heavily developed for quarry use. This new site will be on the Horse Chops Resource Road at Birchy Bay. The project will involve vegetation clearing and grubbing as well as pit development. Operations within the pit will include excavation and loading of materials, screening and transportation of materials to and from the screener.

The undertaking was registered on March 11, 2015; the deadline for public comments is April 16, 2015; and the minister's decision is due by April 25, 2015.

St. Lunaire Harbour Improvements - Resubmission        (Reg. 1788)
Proponent: DFO, Small Craft Harbours Branch

The proposal includes improvements to the harbour in St. Lunaire including: extending the existing marginal wharf by 37 metres and existing breakwater wharf by 43 metres to accommodate demand for additional berthing; dredging the approach to the existing facility and infilling a tidal and sub-tidal area immediately behind the proposed marginal wharf extension. The site is located along the eastern shoreline of Garden Cove. The project was released from environmental assessment review in 2010 but work was not commenced in the allotted timeline and resubmission of the project was required. The proposed scope of the project is the same as was proposed in 2010. The project may begin at the earliest May 2015, pending approval.

UNDERTAKING RELEASED:
Twin Falls Oasis RV Park        (Reg. 1775)
Proponent: Shawn and Holly Gosse

The project is released subject to the following conditions:

  • No project development shall occur within the Crown Land 10-metre road reserve;
  • A minimum 30-metre naturally vegetated buffer must be maintained along all waterbodies and wetlands to protect sensitive riparian and aquatic species and their habitat.
  • A botanical survey of the area must be carried out by a qualified person prior to any development on this site due to the presence of a very rare rush species (Juncus subcaudatus; S1 ranking). Additional mitigations apart from the 30-metre buffer may be necessary.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Fermeuse Offshore Marine Base         (Reg. 1773)
Proponent: Fermeuse Enterprises Ltd.

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to provide additional information including, but not limited to, the following: mitigative measures that will be implemented to minimize the effects of noise, light and increased marine and vehicular traffic on community, terrestrial and aquatic life; the capacity of existing municipal infrastructure to accommodate the demands of the marine base facility; socioeconomic information; and an archaeologic impact assessment. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister and guidance regarding the information requirements to the proponent. The information to be provided in the EPR Guidelines will reflect requirements under the Environmental Protection Act and other pertinent legislation.
