Ensuring Strong Leadership in Corrections to Enhance Public Safety

Minister Announces Appointment of New Superintendent of Prisons

The Honourable Judy Manning, Minister of Justice and Public Safety and Attorney General, today announced that Owen Brophy has been appointed Superintendent of Prisons for Newfoundland and Labrador. Mr. Brophy takes over from Graham Rogerson, who recently retired after working in corrections in the province for more than 30 years.

Owen has worked at Her Majesty’s Penitentiary for 33 years and has intimate, first-hand knowledge of the system. The strong relationships he has forged with community groups will be another asset in his new role. I also thank Mr. Rogerson for the decades that he served the people of the province, including the past six years in the challenging role of Superintendent.”

Owen Brophy began his career in Adult Corrections in 1981 and since then has worked in many capacities. Since 2006 he has served as Assistant Superintendent with Her Majesty’s Penitentiary and worked as the captain responsible for security at Adult Custody Facilities in the province. Mr. Brophy has significant experience in the areas of offender risk management, conflict resolution, and the provision and delivery of varied programs and initiatives including employment equity.

Replacing Mr. Brophy on a temporary basis as the Assistant Superintendent of Her Majesty’s Penitentiary is Kelly Rowsell. Ms. Rowsell has been working in Adult Corrections for 22 years and most recently served as the Assistant Superintendent for the Bishops Falls Correctional Centre.

“Ms. Rowsell will be an ideal fit at Her Majesty’s Penitentiary, having gained experience through managing the male facility in Bishop’s Falls, as well as serving as the institutional head for the Newfoundland and Labrador Correctional Centre for Women. Kelly has worked in every correctional facility in the province and has extensive experience in programming. Having each successfully risen through the ranks in Adult Corrections, Mr. Brophy and Ms. Rowsell are prominent role models for their fellow officers.”

Biographies

Owen Brophy
Owen Brophy started working at Her Majesty’s Penitentiary in 1981. After serving as a Correctional Officer for almost 25 years, he was appointed as Acting Duty Captain in 2005 and subsequently became the Captain responsible for security across all adult facilities in 2006. Mr. Brophy was appointed Assistant Superintendent for Her Majesty’s Penitentiary in May 2013. Over his 33-year career, Mr. Brophy has been involved in many aspects of corrections including overseeing HMP’s carpentry program and serving as a facilitator for Correctional Officer Recruit Training. He is a recipient of the Corrections Exemplary Service Medal.

Kelly Rowsell
Kelly Rowsell began her career as a Correctional Officer in 1992 with Her Majesty’s Penitentiary. Ms. Rowsell has served at every correctional facility in the province in a number of different capacities. In 2008 she was promoted to Lieutenant at the Labrador Correctional Centre and then transferred to the Newfoundland and Labrador Correctional Centre for Women in 2009 where she was promoted to Assistant Superintendent in 2011. Ms. Rowsell was named as the Assistant Superintendent for the Bishop’s Falls Correctional Centre in December 2013.
