Strong Leadership at Royal Newfoundland Constabulary Builds Safer Communities

New Deputy Chief and Superintendent Appointed at RNC

The Honourable Terry French, Minister of Justice, today announced that James Carroll, Member of the Order of Merit (M.O.M.), has been appointed as Deputy Chief of the Royal Newfoundland Constabulary while Marlene Jesso has been promoted to Superintendent. Mr. Carroll fills a position that was left vacant when Bill Janes was appointed Chief of Police in February.

Their combined 63 years of experience will serve them well as they take on these critical leadership roles with the Royal Newfoundland Constabulary and continue their work to ensure that the police service remains one of the strongest in the country. Deputy Chief James Carroll joined the RNC in 1982. Prior to his appointment as Deputy Chief, he served as the Superintendent in Charge of the Patrol Services Division. Superintendent Marlene Jesso joined the RNC in 1983 and most recently served as the Inspector in Charge, Professional Standards Section. The Provincial Government continues to invest significantly in policing in Newfoundland and Labrador. Since 2004 more than $1 billion has been invested in the RNC and the RCMP and more than 145 new officers have been hired. Budget 2014: Shared Prosperity, Fair Society, Balanced Outlook included resources for the RNC to hire 20 new recruits by 2016-17.

BACKGROUNDER

Below are the biographies of Deputy Chief James Carroll and Superintendent Marlene Jesso.

Deputy Chief James Carroll, M.O.M.
Deputy Chief Carroll joined the RNC in 1982 after attending the Atlantic Police Academy in Prince Edward Island. He has also completed the Senior Police Administration Course at the Canadian Police College. Deputy Chief Carroll has held numerous leadership posts including the Superintendent in Charge of the Patrol Services Division, the Operation Support Services Division and the Criminal Investigation Division. He is also a former Team Leader and Commander of the RNC Tactics and Rescue Unit. Deputy Chief Carroll was inducted into the Order of Merit of Police Forces for exceptional service in 2012 and that same year was presented with the Queen’s Diamond Jubilee Medal for volunteer work in the community. His volunteer work includes serving as a board member for St. John Ambulance and Stella Burry and as an executive member with the St. John’s Rotary and the National Police Curling Association.

Superintendent Marlene Jesso
Superintendent Jesso joined the RNC in 1983 after completing training at the Atlantic Police Academy in Prince Edward Island. She spent 11 years on street patrol before joining the RNC’s Criminal Investigation Division in 1995. In 2011, Superintendent Jesso was appointed as the Officer in Charge, Training Section and took the same position with the Professional Standards Section in 2013. She was a finalist for Crime Stoppers Police Officer of the Year in 2007 and is a recipient of the RNC Exemplary Services Medal and a Queen’s Diamond Jubilee Medal. Superintendent Jesso was a member of the Organizing Committee for the International Women in Policing Conference that was held in St. John’s in 2012. She is a member of the Board of Directors for the Labrador West Youth Centre and also served on the Board of the Law Enforcement Torch Run. She spent more than two years as the 1st Vice President of the Royal Newfoundland Constabulary Association and volunteers significant time for soccer and basketball in the province.
