Premier Announces Senior Appointments

The Honourable Tom Marshall, Premier of Newfoundland and Labrador, today announced two senior appointments, with a reassignment of Deputy Ministers.

Rachelle Cochrane is assigned as Deputy Minister for the Office of Public Engagement, effective April 16, and will continue in her acting capacity as Deputy Minister of the Department of Tourism, Culture and Recreation. Ms. Cochrane currently serves as Deputy Minister for the Women’s Policy Office and Acting Deputy Minister of the Department of Tourism, Culture and Recreation.

Marilyn Field, current Deputy Minister of the Office of Public Engagement, is assigned as Deputy Minister for the Women’s Policy Office, effective April 16.

BACKGROUNDER
Biographies

Rachelle Cochrane
Ms. Cochrane is currently Deputy Minister for the Women’s Policy Office and Acting Deputy Minister of the Department of Tourism, Culture and Recreation. Previous to these assignments, Ms. Cochrane served as Deputy Minister responsible for Provincial Government programs and, before that, as Chief Executive Officer of the Labour Relations Agency. Since beginning her career with the Provincial Government in 1988 as a Labour Market Analyst with the Department of Education, she has served in various other roles, including Assistant Deputy Minister (Policy and Planning) with the Labour Relations Agency; Assistant Deputy Minister (Post-secondary), Department of Education; Project Director, Department of Environment and Labour; Assistant Deputy Minister, the Intergovernmental Affairs Secretariat; and, Assistant Deputy Minister, Department of Human Resources and Employment.

Ms. Cochrane holds a Bachelor of Arts in economics and business from Memorial University, a diploma in accounting from the College of Trades and Technology, and a post-secondary teaching certificate from the Department of Education.

Marilyn Field
Ms. Field is currently the Deputy Minister of the Office of Public Engagement, serving previously with the Department of Advanced Education and Skills as Associate Deputy Minister and, prior to that, as Assistant Deputy Minister (Income, Employment and Youth Services). She returned to work with the Provincial Government in December 2005 as Assistant Deputy Minister following four years as Vice President, Human Resource Management and Corporate Services for the former St. John’s Nursing Home Board.

She started her career with the Alcohol and Drug Dependency Commission and joined the Provincial Government in 1992 as a member of the human resource management team for the Department of Health and Community Services. She later held various other positions with that department and Treasury Board.

Ms. Field has a Bachelor of Science (psychology) from Memorial University and a Masters of Business Administration from the University of Leicester in the United Kingdom. She has also completed the Human Resource Management Program at Queen’s University and has certification in a number of other areas including quality improvement and change management. In 2004, she was awarded a research fellowship with the Canadian Health Services Research Foundation.
