Environmental Assessment Bulletin

The Honourable Joan Shea, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Arnold’s Cove Breakwater Construction              (Reg. 1755)
Proponent: Fisheries and Oceans Canada

Fisheries and Oceans Canada, Small Crafts Harbours Branch is proposing an enhancement to its existing facilities in Arnold’s Cove. The undertaking consists of the construction of a rubblemound breakwater, approximately 160 metres in length by 45 metres in width. The breakwater will provide shelter to the existing wharf infrastructure from wave action and undertow. The area adjacent to the breakwater will be in-filled using material such as core and filterstone to develop a laydown/service area. Construction is scheduled to commence in July 2014.

The undertaking was registered on April 24, 2014; the deadline for public comments is June 2, 2014; and the minister’s decision is due by June 8, 2014.

100 MW (Nominal) Holyrood Combustion Turbine Project        (Reg. 1754)
Proponent: Newfoundland and Labrador Hydro

The proponent has submitted a proposal to construct and operate a 123 MW (Nominal) Combustion Turbine (CT) Generator at the Holyrood Thermal Generating Station (HTGS) yard in Holyrood. The CT unit will be enclosed in a building structure approximately 56 metres long by 31 metres wide by 11 metres high. The project will also involve a generator step-up (GSU) transformer, the storage of 2.5 million litres of No. 2 diesel fuel, related offloading and handling facilities, a demineralized water plant and storage as well as interconnection to the existing HTGS. Another building section will enclose the de-mineralized water tanks, approximately 12 metres long by 11 metres high. The stack height will be approximately 15 metres. The additional generation added by this infrastructure is intended to meet forecasted load requirements during high peak winter demand periods prior to the completion of the Lower Churchill Project.

The undertaking was registered on April 25, 2014; the deadline for public comments is June 2, 2014; and the minister’s decision is due by June 9, 2014.

Red Cliff Quarry           (Reg. 1753)
Proponent: Exploits Valley Paving Ltd.

The proponent submitted a proposal for a 10-hectare gravel, sand and rock quarry which will be an extension to an existing quarry operated by the proponent. The quarry area is approximately one kilometre north of the community of Red Cliff and approximately five kilometres west of the Town of Grand Falls-Windsor. Site development will consist of clearing and grubbing surface material and stockpiling it for future site remediation. The operation will include crushing and screening of material and transport to an adjacent asphalt plant for use in local construction projects. The quarry construction is expected to begin in June 2014.
