Environmental Assessment Bulletin

The Honourable Joan Shea, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Whitbourne Waste Recovery Facility                                        (Reg. 1746)
Proponent: Eastern Waste Management

The proponent proposes to construct and operate a waste recovery facility approximately 8.5 kilometres from the Town of Whitbourne, south of the Trans Canada Highway and northwest of Peak Pond. The new facility will be accessed through an existing gravel surface road which will require clearing and widening. The facility will comprise three components: a waste recovery facility, a composting facility and a maintenance building. The facility will serve communities and residents in the surrounding area. Construction is scheduled to commence in early summer of 2014.

The undertaking was registered on February 18, 2014; the deadline for public comments is March 25, 2014; and the minister’s decision is due April 4, 2014.

Crown District 18 Five-Year Operating Plan (2013-2017) Amendment Proponent:
Department of Natural Resources                                        (Reg. 1745)

The Department of Natural Resources proposes an amendment to the current Crown Five-Year Operating Plan for Forest Management District 18 (Domestic Cutting Block C18-34, Englee-Big Pond). The Englee-Big Pond Amendment covers 199 hectares of forest and will provide access to 1,619 cubic metres of timber which will be harvested by domestic harvesters for fuelwood and sawlogs.

The undertaking was registered on February 18, 2014; the deadline for public comments is March 25, 2014; and the minister’s decision is due by April 4, 2014.

Huguette Lake Quarry                                        (Reg. 1744)
Proponent: H.J. O’Connell Construction Limited

The proponent is proposing a quarry in the Huguette Lake area, 15 kilometres west of Labrador City. The proponent currently has multiple quarry leases and permits in the area that are fragmented and wishes to consolidate and expand the area in order to obtain the aggregates required for future projects in the area. It will require the use of a temporary mobile crusher, as well as the construction and use of settling ponds for aggregate washing. The area encompasses 57.4 hectares. There is existing road access to the site, off the Trans Labrador Highway.

The undertaking was registered on February 17, 2014; the deadline for public comments is March 25, 2014; and the minister’s decision is due by March 31, 2014.
