Premier Announces Senior Appointments
The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today
announced reassignments within the provincial public service. All are
effective Monday, August 19.
“The provincial public service is filled with dedicated people who, every
day, use their skills and talents to work for the good of the people of
Newfoundland and Labrador,” said Premier Dunderdale. “I wish all these
individuals the best in their new roles and look forward to their continued
contributions.”
Lori Anne Companion is appointed Deputy Minister, Department of Advanced
Education and Skills. She replaces Julia Mullaley, who has been appointed
Clerk of Executive Council and Secretary to Cabinet (announced August 6).
Ms. Companion currently serves as Deputy Minister, Department of Child,
Youth and Family Services.
Genevieve (Gig) Dooling is appointed Deputy Minister, Department of Child,
Youth and Family Services, replacing Ms. Companion. Ms. Dooling currently
holds the position of Chief Executive Officer of the Labour Relations
Agency.
Donna Ballard, who currently serves as Assistant Deputy Minister (Courts and
Legal Services), is appointed Chief Executive Officer of the Labour
Relations Agency, replacing Ms. Dooling.
These appointments do not add to the number of executive officials within
the Provincial Government. Executive officials are Deputy Ministers,
Assistant Deputy Ministers, Executive Directors, and their equivalents. In
Budget 2013: A Sound Plan, A Secure Future, Premier Dunderdale announced the
elimination of ten senior executive positions, with the total going from 121
to 111.

BACKGROUNDER
Biographies
Lori Anne Companion
Ms. Companion has been a member of the provincial public service since 1986.
She has held several senior management and executive positions within the
public service. She currently is Deputy Minister, Department of Child, Youth
and Family Services. Prior to this appointment she served as Assistant
Deputy Minister (Policy and Programs) with the department. Her other roles
included Assistant Deputy Minister (Municipal Support and Policy),
Department of Municipal Affairs; Private Secretary to the Lieutenant
Governor; Cabinet Officer; Director of Cabinet Operations; Assistant
Secretary to Cabinet (Economic Policy); Senior Policy Analyst and Director
of Economic and Resource Policy in the Intergovernmental Affairs
Secretariat; and Manager of Pension Benefit Standards.
Ms. Companion received a Bachelor of Science degree in mathematics and
statistics from Memorial University, and has completed Memorial's Executive
Development Program.
Genevieve (Gig) Dooling
Ms. Dooling began her career with the Government of Newfoundland and
Labrador in 1989 after graduating with a Bachelor of Commerce degree from
Memorial University. She currently serves as Chief Executive Officer of the
Labour Relations Agency. Her other executive roles have included Assistant
Deputy Clerk of the Executive Council; Assistant Deputy Minister, Special
Assignment Office of the Executive Council; and Assistant Deputy Minister
(Corporate Services), Department of Child, Youth and Family Services. Ms.
Dooling’s previous positions included Senior Director Executive Support,
Department of Business; Director of Strategic Human Resource Management for
Executive Council; Director of Policy, Planning, Accountability and
Information Management, Department of Finance; and, Senior Policy Analyst,
Department of Business. She has also served as a budget analyst, senior
policy analyst, appeals officer and audit supervisor with the Department of
Finance.
In addition to a Bachelor of Commerce degree, Ms. Dooling has completed the
fifth level of the Certified Management Accountant Program and the
requirements for the Public Sector Leadership and Management Development
Certificate, all at Memorial University.
Donna Ballard
Ms. Ballard has been employed with the Provincial Government since 1998,
beginning as Solicitor with the Department of Justice (Civil Division). She
currently serves as Assistant Deputy Minister (Courts and Legal Services)
with the department. Her other roles during her public service career were
Director (Civil Division) and Manager (Litigation Unit) with the Department
of Justice, as well as Cabinet Officer with Cabinet Secretariat, Executive
Council. Prior to her employ with the Provincial Government, Ms. Ballard
spent six years with a private law firm. She holds the degrees of Bachelor
of Arts from Memorial University and Bachelor of Laws from Dalhousie
University.
