Premier Announces Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced senior appointments within the provincial public service.

Ann Marie Miller is appointed Comptroller General, effective June 29. She replaces Ron Williams, who will retire after a lengthy career with the Provincial Government. Ms. Miller most recently served as Assistant Deputy Minister (Financial Planning and Benefits Administration).

Julia Mullaley is appointed Deputy Minister, Department of Advanced Education and Skills, effective June 27, replacing Darrin Pike, who was recently named as CEO/Director of Education-designate of the new provincial English-language school district. Ms. Mullaley currently serves as Deputy Minister, Department of Municipal Affairs.

Colleen Janes, who currently is Assistant Deputy Minister (Professional Services) with the Department of Health and Community Services, is appointed Deputy Minister, Department of Municipal Affairs, replacing Ms. Mullaley. This appointment is effective June 27.

Donna Brewer has been appointed Deputy Minister of Finance; her appointment was effective June 20. Ms. Brewer replaces Laurie Skinner, who left the employ of the Provincial Government to pursue other opportunities.

“I congratulate the appointees on their new positions of leadership as they continue their careers of service with the Provincial Government,” said Premier Dunderdale. “I also wish Mr. Williams an enjoyable retirement and Ms. Skinner all the best in her future endeavours. I thank them for the valuable contributions in the service of the people of our province.”

These appointments do not add to the number of executive officials within the Provincial Government. Executive officials are Deputy Ministers, Assistant Deputy Ministers, Executive Directors, and their equivalents. In Budget 2013: A Sound Plan, A Secure Future, Premier Dunderdale announced the elimination of ten senior executive positions, with the total going from 121 to 111.

Biographies

Ann Marie Miller
Ms. Miller has nearly 30 years of service as a Provincial Government employee, all with the Department of Finance. She currently is Assistant Deputy Minister (Financial Planning and Benefits Administration). She began her tenure as a tax auditor in 1983, with her other positions in the provincial public service including Director, Financial Systems Control; Director of Government Accounting; Financial Systems Analyst; Public Accounts Financial Analyst; Internal Auditor and Tax Auditor.

Ms. Miller holds the Diploma of Applied Arts (Accounting) from College of the North Atlantic and a Certified Management Accountant designation.

Julia Mullaley
Ms. Mullaley began her career with the Provincial Government in 1993 with the Office of the Auditor General. Most recently, she served as Deputy Minister, Department of Municipal Affairs. Prior to this appointment, Ms. Mullaley served in various capacities within the public service – Deputy Clerk of the Executive Council and Associate Secretary to Cabinet; Assistant Deputy Minister (Business Investment) with the Department of Business; Assistant Deputy Minister (Royalties and Benefits), Department of Natural Resources; Executive Director of Planning and Co-ordination with Executive Council; and Director of Budgeting with Treasury Board Secretariat.

Ms. Mullaley graduated with a Bachelor of Commerce (co-operative) from Memorial University in 1989. She worked with Doane Raymond, where she obtained a Chartered Accountant professional designation in 1991. Ms. Mullaley has served on a number of government committees and volunteered with several organizations including the Institute of Chartered Accountants of Newfoundland, Girl Guides of Canada, Admiralty House Museum and Archives Inc., and the Heart and Stroke Foundation of Newfoundland and Labrador. She resides in Mount Pearl with her husband Cyril and their four children.

Colleen Janes
Ms. Janes is currently Assistant Deputy Minister (Professional Services) with the Department of Health and Community Services. Her public service career has also included roles as Assistant Secretary to Cabinet (Social Policy), Executive Council; Assistant Deputy Minister, Intergovernmental Affairs Secretariat; and Director of the Pharmaceutical Services Division, Department of Health and Community Services.
In 2004, Ms. Janes was a recipient of the Public Service Award of Excellence. She holds a Bachelor of Science (Pharmacy) and a certificate in public administration from Memorial University.

Donna Brewer
Donna Brewer began her career with the Provincial Government in 1987, serving most recently as Chief Executive Officer of the Labour Relations Agency. She has served in a variety of capacities during her tenure with the provincial public service, including Deputy Minister responsible for Provincial Government programs; Assistant Deputy Minister (Financial Planning and Benefits Administration), Department of Finance; Assistant Secretary to Treasury Board; Assistant Deputy Minister (Corporate Services), Department of Health and Community Services; and Deputy Minister (Acting), Department of Health and Community Services.

Ms. Brewer holds a Bachelor of Commerce (co-operative) honours degree from Memorial University, and a Chartered Accountant professional designation.
