Environmental Assessment Bulletin
The Honourable Tom Hedderson, Minister of Environment and Conservation, has
announced the following events relative to Part 10 Environmental Assessment
of the
Environmental Protection Act.
UNDERTAKING REGISTERED:
Belleoram Crushed Rock Export Quarry
Proponent: Continental Stone Limited (Reg. 1721)
Continental Stone Limited proposes to develop a crushed rock export quarry
on a site approximately 900 hectares in area, north of Belleoram in Fortune
Bay. The primary physical features will include a quarry, a marine wharf and
a new access road. Rock will be quarried and crushed on site, loaded onto
ships via a conveyor belt and shipped to market. It is estimated that two
million tonnes of aggregate will be shipped in the first year of operation.
The proposed quarry was released from Environmental Assessment in 2007,
however construction did not begin during the time frame permitted by the
Environmental Assessment Regulations and the project has been re-registered,
as required. Operations are expected to begin in September 2014.
The undertaking was registered on August 28, 2013; the deadline for public
comments is October 4, 2013; and the Minister’s decision is due by October 12, 2013.
ENVIRONMENTAL PREVIEW REPORT SUBMITTED:
Flat Bay Petroleum Exploration Well and Access Road (Reg. 1702)
Proponent: Investcan Energy Corp.
The proponent has submitted an Environmental Preview Report (EPR) for the
above
undertaking. The EPR was required to address project design and operation
details for the undertaking, including but not limited to: assessment of the
geological containment of the basin outside the well bore, drilling
methodology, berm design, storage, analysis and handling of drilling fluids,
and well decommissioning. Guidelines for the preparation of the EPR were
issued to the proponent on June 28, 2013. Public comments regarding the EPR
are welcome and must be received no later than October 2, 2013. The document
can be viewed on the department’s website indicated below. The Minister will
decide the acceptability of the EPR and a decision is due by October 12,

UNDERTAKING RELEASED:
Western Newfoundland Local Waste Management and Public Drop-Off Facilities
Proponent: Western Newfoundland Waste Management Authority (Reg. 1712)
The project is released subject to the following conditions:
- The Bonne Bay South public
drop-off facility, site options 2 and 3, are not approved due to potentially
conflicting nearby land uses or surface water concerns.
- Activities associated with this proposal are required to comply with the latest versions of the
Environmental Standards for Municipal Solid Waste Transfer Stations,
Material Recovery Facilities, Composting Facilities, Municipal Solid Waste
Landfill Sites and Construction and Demolition Debris Waste Disposal Sites,
developed by the Pollution Prevention Division of the Department of
Environment and Conservation.
