Environmental Assessment Bulletin

The Honourable Tom Hedderson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED :

Lawn River Quarry
Proponent: TR Excavating Inc.             (Reg. 1707)

The proponent has submitted a proposal to develop a 1.5 hectare bedrock aggregate quarry site on the Burin Peninsula. The quarry will be located five kilometers west of St. Lawrence and be adjacent to two other quarries with a combined area of 12 hectares. The project will involve stripping and stockpiling materials using a hydraulic breaker. Lawn Brook, a scheduled salmon river, is within 200 metres of this proposed undertaking.

The undertaking was registered on May 2, 2013; the deadline for public comments is June 13, 2013, and the Minister’s decision is due by June 17, 2013.

Tors Cove Brown Rabbit RV Park
Proponent: Whalen Bernardy Co Ltd.             (Reg. 1708)

The proponent has submitted a proposal to develop a recreational vehicle (RV) camping facility in Tors Cove, approximately one kilometre south of the Beach Cove Road in Tors Cove. The proponent has applied for 27 hectares of crown land and when developed will include 60 fully serviced sites and 20 tenting sites. The project will involve the construction of an eight metre by nine metre administration building with laundry facility and a one kilometre road. This RV park will provide tourists with accommodations in the Tors Cove Area. Construction is scheduled to begin in August 2013.

The undertaking was registered on May 8, 2013; the deadline for public comments is June 13, 2013, and the Minister’s decision is due by June 22, 2013.

Buchans Highway Quarry
Proponent: Penney Paving Limited             (Reg. 1709)

Penney Paving Limited intends to establish a sand and gravel quarry approximately six kilometres southwest of Badger. The quarry will be located on the east side of the Buchans Highway between the highway and the Exploits River and will be approximately 1.8 hectares in size. Aggregate (sand and gravel) will be excavated, crushed and screened at the site. Construction is anticipated to take place in July, 2013.

The undertaking was registered on May 8, 2013; the deadline for public comments is June 13, 2013, and the Minister’s decision is due by June 22, 2013.

ENVIRONMENTAL IMPACT STATEMENT REQUIRES ADDITIONAL WORK:

Kami Iron Ore Project             (Reg. 1611)
Proponent: Alderon Iron Ore Corp.

Following public and agency review of the February 14, 2013 amendment to the Environmental Impact Statement (EIS) for the Kami Iron Ore Project, it has been determined that the proponent must provide additional information to supplement the EIS.

This includes further information on: alternate routing for the railway and affect on the Management Units of the Eastern Habitat Joint Venture Program.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Mount Pearl NORM Decontamination and Temporary Storage Facility
Proponent: Atlantic Inspection Services Inc.             (Reg. 1697)

The Minister has advised the proponent that an Environmental Preview Report (EPR) is
required for this project. The EPR is necessary to address project design and operation details for the facility, including but not limited to: sampling, transport, monitoring, inspection, air emissions, staff training, potential impacts to adjacent properties, contingency plans and safety. The public will be invited to provide comments on the EPR upon its submission.
