Changes to Legislation Will Enhance Snowmobile Trail System

Amendments to the Motorized Snow Vehicle and All-Terrain Vehicle Act introduced today in the House of Assembly by the Honourable Nick McGrath, Minister of Service NL, provide law enforcement agencies with better tools to patrol snowmobile trail systems throughout the province.

“Snowmobile usage is growing and every winter more riders are accessing trail systems throughout Newfoundland and Labrador,” said Minister McGrath. “The goal of these amendments is to increase the ability of police and other enforcement personnel to conduct checkpoints where they will be able to stop riders to check for compliance with the legislation, request trail pass documentation and issue tickets if required.”

Snowmobiling is also becoming an important winter recreational activity for residents and in recent years the Department of Tourism, Culture and Recreation undertook a marketing campaign to encourage the purchase of trail passes and further grow the level of participation.

“This province offers so much in terms of outdoor activities, particularly in the winter,” said the Honourable Terry French, Minister of Tourism, Culture and Recreation. “These amendments will enhance snowmobile safety as well as ensure that the users of groomed trails contribute to the costs of keeping them maintained.”

The funds generated through the purchase of trail use permits go back to the Newfoundland and Labrador Snowmobile Federation and Labrador Winter Trails for the grooming maintenance and clearing of trail systems across the province.

“We are pleased to see these changes to the act which will give additional powers to enforce the legislation,” said Gloria Knowlton, Chair of the Newfoundland and Labrador Snowmobile Federation. “We rely on funding from the sale of trail passes in order to maintain the trails for users and provide a safe and enjoyable experience for all snowmobile riders.”

These amendments will give law enforcement officials specific powers to establish check stations to ensure that off-road vehicles are in compliance with the legislation. This includes requirements for safety, registration, insurance and environmental protection.

“It is essential that our enforcement officials have the proper authority under the legislation to ensure compliance by snowmobile users,” said Minister McGrath. “We must be able to ensure that riders are doing their part to help build a viable and safe trail system for all users to enjoy.”
