Royal Newfoundland Constabulary Officers Promoted
The Royal Newfoundland Constabulary (RNC) is pleased to announce the promotion of four commissioned officers to the ranks of superintendent and inspector within the organization following a competitive selection process.
Inspector Brian Dowden has been promoted to the rank of superintendent for the Corner Brook and Labrador regions of the RNC and sergeants Suzanne Bill, Joseph Boland and Jason Sheppard have been promoted to the rank of inspector within the RNC.
“Each of these individuals has contributed significantly to the success of the RNC throughout their careers and I am delighted to see them being recognized for their hard work with these appointments,” said the Honourable Felix Collins, Minister of Justice. “Their dedication to policing is a true public service which benefits the people of Newfoundland and Labrador.”
The appointment of Sergeant Sheppard is effective immediately. The appointments of Inspector Dowden, Sergeant Bill and Sergeant Boland are effective October 1.
“Today’s announcement of the four new commissions of these outstanding police officers ensures the people of Newfoundland and Labrador in the communities we serve have continued strong and committed leadership,” said Robert Johnston, Chief of the Royal Newfoundland Constabulary. “I wish these officers every success in their important roles within the RNC.”

BACKGROUNDER
Biographies of New Superintendents and Inspectors
Brian Dowden
Superintendent Dowden is a 29-year veteran member of the Royal Newfoundland
Constabulary. Superintendent Dowden has served in Labrador West, Criminal
Investigation Division, and is currently the second in command of Patrol
Services Division for the North East Avalon region. Superintendent Dowden
has served as the RNC's Employee Assistance Coordinator and team leader of
the Explosives Disposal Unit.
Suzanne Bill
Inspector Bill is a 28-year veteran member of the Royal Newfoundland
Constabulary. She has served with both the Patrol Services and Criminal
Investigation Divisions most recently as Sergeant in Charge of Economic
Crime. Inspector Bill Is the Vice President of the Atlantic Women in Law
Enforcement and currently co-chair of the 50th International Association of
Women Police Conference being hosted in St. John's this coming week.
Joseph Boland
Inspector Boland is a 29-year veteran member of the Royal Newfoundland
Constabulary. He has served with Patrol Services, Criminal Investigation
Division, Crime Prevention and Tactics and Rescue Unit and currently serves
as Sergeant in Operational Support. He has also served as President of the
Royal Newfoundland Constabulary Association. Inspector Boland has made
significant contributions to the community as both a coach and organizer in
youth baseball and hockey.
Jason Sheppard
Inspector Sheppard is a 27-year veteran member of the Royal Newfoundland
Constabulary. Inspector Sheppard has served with Patrol and Community
Services, Criminal Investigation Division and is currently the Sergeant in
Charge of Major Crime. Inspector Sheppard was recently named Crime Stoppers
Police Officer of the Year and serves on the United Way Board of Directors.
