Construction to Start on Youth Treatment Centre in Grand Falls-Windsor

Reaffirming its commitment to advance mental health and addictions services, the Provincial Government announced that the Grand Falls-Windsor treatment centre for youth with addictions is now moving into the construction phase. A contract worth $10.6 million was awarded to Bluebird Investments Ltd to construct the facility.

The Honourable Susan Sullivan, Minister of Health and Community Services, was joined by the Honourable Tom Hedderson, Minister of Transportation and Works; Al Hawkins, Mayor, Grand Falls-Windsor; and, representatives from Central Health, for a groundbreaking ceremony on the site of the new youth treatment facility.

“Our government continues to make important and vital investments in mental health and addictions services throughout Newfoundland and Labrador,” said Minister Sullivan. “I am very pleased to see the next stage of development begin. This facility, in conjunction with the Paradise treatment centre, will offer new programs and services for youth currently not available in our province. Enhancing the treatment options available within our province will strengthen our capabilities to treat youth and help in the healing and recovery processes by allowing families to be closer to their loved ones.”

The contract is for the construction of a single story, 2,065 square metre, 12-bed centre. The design and layout of the treatment centre includes three separate living quarters containing four bedrooms with private bathrooms, a kitchen and lounge area, school area, multipurpose room, physical fitness room and a dedicated space for overnight stays for visiting family.

“Building new infrastructure to meet the needs of Newfoundlanders and Labradorians continues to be a priority for our government,” said Minister Hedderson. “Considerable investments have been made to enhance and modernize facilities throughout the province to benefit current and future generations. This new youth treatment facility will build on the mental health and addictions services already in place, and will also further complement the new health care infrastructure recently completed or under development, including new long-term care facilities and hospitals.”

Previous tenders for the site development included clearing and grubbing of the land, site excavation, and backfilling to prepare the grounds for further construction. The centre will be located in Grand Falls-Windsor, south of the Trans Canada Highway at the intersection with Lincoln Road.

Budget 2012: People and Prosperity - Responsible Investments for a Secure Future, allocated $15.5 million for the continued development of the youth treatment centres in Grand Falls-Windsor and Paradise and the adult treatment centre in Harbour Grace. Over the past three years, the Provincial Government has invested approximately $29 million to support mental health and addictions throughout the province.
