Premier Announces Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced two senior appointments.

“The people of Newfoundland and Labrador are served very well by a talented and skilled provincial public service,” said Premier Dunderdale. “I congratulate these appointees as they take on new responsibilities in these senior roles.”

Marilyn Field is appointed Deputy Minister of the Office of Public Engagement, Executive Council, effective December 13. Ms. Field is currently the Associate Deputy Minister with the Department of Advanced Education and Skills.

The establishment of the Office of Public Engagement was announced by Premier Dunderdale on October 19, with the mandate of the office to ensure every department can launch effective, targeted and interactive public consultations, and increase pro-active disclosure of information to the people of Newfoundland and Labrador.

Jean Tilley is appointed Assistant Deputy Minister, Community and Social Development, with the Department of Advanced Education and Skills, effective immediately. She is currently Executive Director, Corporate Operations and Client Services, with the Office of the Chief Information Officer (OCIO).

BACKGROUNDER
Biographical Information

Marilyn Field
Ms. Field is currently the Associate Deputy Minister with the Department of Advanced Education and Skills, previously holding the position of Assistant Deputy Minister (Income, Employment and Youth Services). She returned to work with the Provincial Government in December 2005 as Assistant Deputy Minister following four years as Vice President, Human Resource Management and Corporate Services for the former St. John’s Nursing Home Board.

She started her career with the Alcohol and Drug Dependency Commission and joined the Provincial Government in 1992 as a member of the human resource management team for the Department of Health and Community Services. She later held various other positions with that department and Treasury Board.

Ms. Field has a Bachelor of Science (psychology) from Memorial University and a Masters of Business Administration from the University of Leicester in the United Kingdom. She has also completed the Human Resource Management Program at Queen’s University and has certification in a number of other areas including quality improvement and change management. In 2004, she was awarded a research fellowship with the Canadian Health Services Research Foundation.

Jean Tilley
Ms. Tilley has been employed with the provincial public service for 30 years, beginning as a systems analyst with Newfoundland and Labrador Computer Services in 1982. She is currently Executive Director, Corporate Operations and Client Services, with the Office of the Chief Information Officer (OCIO). She has served in multiple additional leadership capacities within the Provincial Government, including Chief Information Officer (Acting); Director of Policy, Planning and Strategy; Director of Information Technology; Systems Manager and Senior Information Systems Consultant.

Ms. Tilley has a Bachelor of Science degree in computer science from Memorial University. She has also completed the Executive Development Program at Memorial University, the Public Executive Program at Queen’s University, and various technology, operational planning and project management training.
