Premier Announces Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced four senior appointments.

“The provincial public service has an abundance of talented and dedicated individuals who serve the people of Newfoundland and Labrador very well,” said Premier Dunderdale. “These appointees reflect the strength of our public service. I wish them all the best in their new roles.”

Donna Brewer is appointed Chief Executive Officer of the Labour Relations Agency, moving from her position as Deputy Minister responsible for Provincial Government programs.

Rachelle Cochrane is appointed Deputy Minister responsible for Provincial Government programs. She has been serving as Chief Executive Officer of the Labour Relations Agency since December 2010.

The above two appointments are effective Monday, September 10.

Cory Grandy is appointed Assistant Deputy Minister (Works), Transportation and Works, moving from the position of Director, Waste Management, Municipal Affairs. This appointment is effective Monday, September 17.

Effective Monday, September 10, Ann Marie Miller is appointed Acting Assistant Deputy Minister (Financial Planning and Benefits Administration), serving most recently as Director of Government Accounting.

BACKGROUNDER
Biographical Information

Donna Brewer
Donna Brewer began her career with the Provincial Government in 1987, serving most recently as Deputy Minister responsible for Provincial Government programs. She has served in a variety of capacities during her tenure with the provincial public service, including Assistant Deputy Minister (Financial Planning and Benefits Administration), Department of Finance; Assistant Secretary to Treasury Board; Assistant Deputy Minister (Corporate Services), Department of Health and Community Services; and Deputy Minister (Acting), Department of Health and Community Services.

Ms. Brewer holds a Bachelor of Commerce (co-operative) honours degree from Memorial University, and a chartered accountant professional designation.

Rachelle Cochrane
Rachelle Cochrane is currently Chief Executive Officer of the Labour Relations Agency, a position she has held since December 2010. Since beginning her career with the Provincial Government in 1988 as a Labour Market Analyst with the Department of Education, she has served in various roles. These have included Assistant Deputy Minister (Policy and Planning) with the Labour Relations Agency, Assistant Deputy Minister (Post-secondary), Department of Education; Project Director with the former Department of Environment and Labour; Assistant Deputy Minister, the Intergovernmental Affairs Secretariat; and, Assistant Deputy Minister, Department of Human Resources and Employment.

Ms. Cochrane holds a Bachelor of Arts in economics and business from Memorial University, a diploma in accounting from College of Trades and Technology, and a post-secondary teaching certificate from the Department of Education.

Cory Grandy
Cory Grandy began his career with the provincial public service in 1999 as Project Engineer with the Department of Works, Services and Transportation. He has filled the role of Director, Waste Management, with the Department of Municipal Affairs since 2008. He has also served in the capacities of Director, Engineering and Land Use Planning, Department of Municipal Affairs; and with the Department of Education, Manager (Acting), School Construction and Facilities; Director (Acting), Design and Construction; and School Planning Consultant.

Mr. Grandy holds the degree of Bachelor of Engineering (Civil) from Memorial University.

Ann Marie Miller
Ann Marie Miller has nearly 30 years of service as a Provincial Government employee, all with the Department of Finance. She began her tenure as a tax auditor in 1983. She has filled various roles since then, including Director, Financial Systems Control; Financial Systems Analyst; Public Accounts Financial Analyst; Internal Auditor; Tax Auditor; and most recently, Director of Government Accounting.

Ms. Miller holds the Diploma of Applied Arts (Accounting) from College of the North Atlantic and a certified management accountant designation.
