Premier Dunderdale Announces Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced two senior appointments, both of which are effective immediately.

“I congratulate these individuals and acknowledge their tremendous commitment to the people of our province,” said Premier Dunderdale. “I wish them well in their new leadership roles with the Department of Natural Resources and look forward to their continued contributions.”

Charles Bown is appointed Deputy Minister, Natural Resources, with responsibility for Mines and Energy. Mr. Bown served most recently as Associate Deputy Minister (Energy) with the department.

Tracy English is appointed Associate Deputy Minister (Energy), Natural Resources, moving from the position of Deputy Minister (Acting) of the Intergovernmental and Aboriginal Affairs Secretariat of Executive Council.

Biographical Information

Charles Bown
Charles Bown has 24 years of public policy experience in the natural resources sector. He has served as Associate Deputy Minister (Energy) with the Department of Natural Resources for the past two years. In the four years previous, he was Assistant Deputy Minister (Energy Policy) with the department. His career with the Provincial Government has also included positions as Director of Mineral Development and Director of the Voisey’s Bay Project. Mr. Bown has also served with the Advisory Council on the Economy, the Atlantic Canada Opportunities Agency, and the Department of Finance.

Mr. Bown is a graduate of Memorial University with a Bachelor of Arts in Economics.

Tracy English
Tracy English most recently served as Deputy Minister (Acting) of the Intergovernmental and Aboriginal Affairs Secretariat of Executive Council, serving previously as an Assistant Deputy Minister with the secretariat. She began her career with the Provincial Government in 1999 as an analyst with the Department of Natural Resources. Her roles in the provincial public service have also included Cabinet Officer with Cabinet Secretariat of Executive Council, and Director of Energy Policy with the Department of Natural Resources.

Ms. English has a Master of Arts (history), Bachelor of Arts (history and political science), and diploma in information technology from Memorial University.
