Senior Appointments Announced
The Honourable Kathy Dunderdale today announced senior appointments.
William (Bill) MacKenzie has been appointed Senior Advisor (Deputy Minister Equivalent) to the Minister of Service NL to work on the development of regulations related to procurement, effective July 2. Since October 2006, Mr. MacKenzie has been Clerk of the House of Assembly.
The following appointments will be effective July 1.
Dennis Hogan has been appointed Assistant Deputy Minister (Labour Market Recruitment – Major Projects), Department of Advanced Education and Skills. He will succeed Bill Duggan who is retiring. Mr. Hogan is currently Assistant Secretary to Cabinet (Economic Policy) with the Executive Council.
Paula Burt will be Assistant Secretary to Cabinet (Economic Policy) with the Executive Council. She is currently Assistant Secretary to Cabinet (Social Policy).
Paul Noble will be the new Assistant Secretary to Cabinet (Social Policy), with the Executive Council, moving there from his current position as Assistant Deputy Minister (Public Safety and Enforcement), Department of Justice.
Jacqueline Lake Kavanagh has been appointed Assistant Deputy Minister (Public Safety and Enforcement), Department of Justice. Ms. Lake Kavanagh has been Director of Policy and Strategic Planning with the department since 2001.
“The individuals who are assuming new roles in the Provincial Government have demonstrated their commitment and dedication to the public service again and again,” said the Premier. “I wish them well. And I congratulate Mr. Duggan on his retirement and extend sincere thanks and appreciation for his more than 30 years of work with the provincial public service.”

Biographical Information
William (Bill) MacKenzie
William (Bill) MacKenzie has been Clerk of the House of Assembly since
October 2006. During his time there, he was responsible for implementing the
recommendations of the Report of the Review Commission on Constituency
Allowances and Related Matters. Prior to that, he had been Deputy Minister,
in an acting capacity, of the Department of Innovation, Trade and Rural
Development (INTRD). His earlier appointments with INTRD included Assistant
Deputy Minister (Trade and Investment), and Assistant Deputy Minister
(Regional Development). He has also worked with other Provincial Government
departments and agencies including with the Department of Government
Services where he was Assistant Deputy Minister for three years, and with
the Department of Development and Enterprise Newfoundland and Labrador
Corporation. Mr. MacKenzie was also a high school teacher for 10 years.
Mr. MacKenzie has a Master of Arts from the University of British Columbia, a Bachelor of Education from the University of New Brunswick, and a Bachelor of Arts from Mount Allison University.
Dennis Hogan
Dennis Hogan joined the Provincial Government in February 2005 as Assistant
Deputy Minister (Innovation, Research and Technology) and Chief Innovation
Officer, Department of Innovation, Trade and Rural Development, responsible for
advancing the province’s innovation agenda and for economic development
initiatives in support of the advanced technology sector. In August 2011, he
was appointed Assistant Secretary to Cabinet (Economic Policy) with the
Executive Council. Prior to joining government, he served as Executive
Director of Oceans Advance, Newfoundland and Labrador’s ocean technology
cluster initiative. He was also founding CEO of the Newfoundland and
Labrador Construction Safety Association, and former employers’ advisor for
the Newfoundland and Labrador Employers’ Council.
Mr. Hogan has considerable experience in economic and industry development, and has served on the board of directors of the Research & Development Corporation of Newfoundland and Labrador, and the Genesis Centre of Memorial University. He was also a member of the Atlantic Advisory Board, National Science, Engineering and Research Council of Canada and the Leaders’ Panel on Innovation-based Commerce of the Conference Board of Canada.
Mr. Hogan holds a Bachelor of Arts (Economics and Business) from Memorial University and a Master of Business Administration from the Massachusetts Institute of Technology.
Paula Burt
Paula Burt has been Assistant Secretary to Cabinet (Social Policy) with the
Executive Council since August 2011. Prior to that, she had been Executive
Director of Planning and Co-ordination with Cabinet Secretariat of the
Executive Council since April 2009. She joined the Provincial Government in
1983 as a social worker and has worked with a number of departments
including Social Services, Human Resources, Labour and Employment, Health
and Community Services, and Education. Her earlier positions have included
Director of Early Childhood Learning, Cabinet Officer, Program Management,
Supervisor and Consultant.
Ms. Burt has Bachelor of Social Work and Bachelor of Arts degrees from Memorial University.
Paul Noble
Paul Noble has been Assistant Deputy Minister (Public Safety and
Enforcement) with the Department of Justice since May 2008. He began his
career with the provincial public service in 1992 as solicitor with the
department, a position he held for six years. He then served as legal
counsel for the Royal Newfoundland Constabulary for 10 years. In 2008 he
also became Senior Policy Advisor on police services and standards for the
Department of Justice. Prior to working with the Provincial Government, Mr.
Noble was a lawyer with McInnes Cooper and Robertson; a supernumerary
Customs Inspector with the Department of National Revenue; and, a teacher at
Prince of Wales Collegiate in St. John’s.
Mr. Noble received Bachelor of Arts and Bachelor of Education degrees from Memorial University in 1983. He received a Bachelor of Law degree from the University of New Brunswick in 1989.
Jacqueline Lake Kavanagh
Jacqueline Lake Kavanagh has been with the Department of Justice since 1991,
currently as Director of Policy and Strategic Planning, a position she has
held for 11 years. Her earlier positions with the department were Director
of the Aboriginal Research Unit; a secondment as Director of Family Justice
Services; and, Provincial Manager, Victim Services Program. Since 2000, she
has been a sessional lecturer and course developer with Memorial
University’s School of Social Work, Criminology Certificate Program, and
Faculty of Arts, Police Studies degree program. For 10 years she was field
instructor and supervisor with Memorial’s School of Social Work. She also
worked as Executive Director of the Newfoundland and Labrador Association of
Social Workers; as peer counselling supervisor, Department of Health; and as
counselling coordinator with the St. John’s Status of Women Council Women’s
Centre.
Ms. Lake Kavanagh has a Master of Social Work (Social Policy and Administration), Bachelor of Social Work, and Certificate in Criminology from Memorial University where she also completed the Executive Development Program. She has also completed numerous professional development workshops and seminars. She was a 2006 recipient of the Provincial Government’s Public Service Award of Excellence.
