Senior Appointments Announced
The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced that Laurie Skinner has been appointed Deputy Minister, Department of Finance, effective June 1.
“I congratulate and extend best wishes to Ms. Skinner in her challenging new role, and I welcome her ongoing contributions to the provincial public service,” said the Premier.
Currently an Assistant Deputy Minister (Taxation and Fiscal Policy) with the department, she succeeds Terry Paddon who has been appointed as the next Auditor General for the Province of Newfoundland and Labrador.
Premier Dunderdale also confirmed the appointment of Glenn Grandy as Assistant Deputy Minister (Financial Planning and Benefits Administration), a position he has held in an acting capacity since October 2011.
“I look forward to Mr. Grandy’s continued commitment to the provincial public service and wish him well,” said the Premier.

Biographical Information
Laurie Skinner
Laurie Skinner has been Assistant Deputy Minister (Taxation and Fiscal
Policy), Department of Finance, since October 2011. Prior to that, she was
Assistant Deputy Minister (Financial Planning and Benefits Administration)
with the department since April 2009. For more than two years prior to that,
she was Assistant Deputy Minister, Department of Business. From 2003 until
she joined the Department of Business, she was Assistant Corporate
Controller with Stratos Global Corporation in St. John’s. Before that she
worked with Vector Aerospace Corporation in St. John’s, first as Assistant
Corporate Controller and then as Corporate Controller. Prior to that, she
worked with Ernst & Young LLP, Chartered Accountants as senior accountant,
audit and advisory services.
Ms. Skinner has a Bachelor of Commerce (Honours) from Memorial University. In 1997 she successfully completed the Canadian Institute of Chartered Accountants Uniform Final Examination at the Atlantic School of Chartered Accountants. She has been an active volunteer with several non-profit organizations.
Glenn Grandy
Glenn L. Grandy has been serving in an acting capacity as Assistant Deputy
Minister (Financial Planning and Benefits Administration), Department of
Finance, since October 2011. Prior to that, he was Director of Budgeting
with the department. Prior to joining the Provincial Government, he was
Director of Finance and Administration with Whitecap International Seafood
Exporters in St. John’s. His management experience also includes Primary
Group Controller with Fishery Products International, St. John’s, where he
served earlier as Senior Business Manager; Comptroller, Garrison Guitars,
Mount Pearl; Assistant Comptroller with Aliant Inc; Comptroller with Murray
Industrial Limited, St. John’s; and, Staff Accountant/Auditor, NKHK
Chartered Accountants, St. John’s.
Mr. Grandy has a Bachelor of Commerce from Memorial University, and is a member of the Canadian Institute of Chartered Accountants.
