Senior Appointment Announced
The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced the appointment of Mark Ploughman as Assistant Deputy Minister (Innovation and Strategic Industries), Department of Innovation, Business and Rural Development.
“I welcome Mr. Ploughman to the provincial public service,” said the Premier. “His 26 years experience in the private sector will be a strong asset in his new role, and I look forward to his contributions.”
The appointment is effective June 18.
For the past 16 years, Mr. Ploughman has been with Lotek Wireless Inc., a multinational technology firm specializing in the design and manufacture of advanced wildlife telemetry equipment. Most recently, he was General Manager of the St. John’s facility.

Biographical Information
Mark Ploughman
Mark Ploughman has spent 26 years in the manufacturing sector and has
experience in quality assurance, operations management, human resource
management and new product development. Since 1996, he has been with Lotek
Wireless Inc., an award winning multinational technology firm specializing
in the design and manufacture of advanced wildlife telemetry equipment. His
earlier work included five years as Quality Assurance Manager at Newtech
Instruments Ltd., and five years as industrial engineer with Michelin Tires
(Canada) Ltd.
A member of the Board of Directors for The Canadian Manufacturers and Exporters, he was one of the founding members of the Fluent Manufacturing Consortium and has been involved in programs promoting best practices in human resource management. He was the strategy coordinator for the manufacturing sector Business Retention & Expansion project. Mr. Ploughman currently is on the advisory committee for the Marine Institute’s Master of Technology Management program, and the steering committee for Memorial University’s Mechatronics facility. He is a past chair of the Newfoundland and Labrador section of ASQ and an original advisory committee member for the Industrial Engineering Technology program of the College of the North Atlantic.
Mr. Ploughman holds Bachelor of Engineering and Master of Business Administration degrees from Memorial University.
