Senior Appointments Announced

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced three senior appointments.

“I congratulate the three individuals being appointed, and wish them well in their executive positions in the Provincial Government,” said the Premier. “Collectively and individually, they bring vast experience and skills to their new roles.”

Barry Dawe has been appointed Assistant Deputy Minister (Ocean Technology) with the Department of Innovation, Business and Rural Development, effective June 4. A professional engineer, Mr. Dawe has spent nearly 30 years in the technology sector in Newfoundland and Labrador.

Daryl Genge has been appointed Assistant Deputy Minister (Trade and Investment), also with the Department of Innovation, Business and Rural Development, effective June 5. Mr. Genge has 24 years experience in international business, organizational leadership, industry and regional development.

Janice Barnes has been appointed Executive Director (Labrador West) with the Office of Labrador Affairs, effective May 14. In this position she will be located in Labrador City. Ms. Barnes has been with the Provincial Government since 1999, working in Labrador City as Economic Development Officer with the Department of Innovation, Business and Rural Development.

Biographical Information

Barry Dawe
A professional engineer, Barry Dawe has spent nearly 30 years in the technology sector in Newfoundland and Labrador. He holds both Bachelor and Master degrees in Electrical Engineering from Memorial University.

Since 1998, Mr. Dawe has been President and a director of Northern Radar Inc. and was previously the company's Vice President of Engineering. His primary role has been the product development and commercialization of High Frequency Surface Wave Radar technology for long range maritime remote sensing and surveillance. This technology has been successfully marketed internationally for several years.

Mr. Dawe is currently the Chair of the Innovation Committee of the Strategic Partnership Council of the Government of Newfoundland and Labrador, as well as Board Secretary of Oceans Advance. He has formerly held the positions of Chair of NATI, Treasurer of Oceans Advance and member of the Tax Committee of the Strategic Partnership.

Daryl Genge
Daryl Genge has 24 years experience in international business, organizational leadership, industry and regional development. He was the founding Director of Memorial University’s Atlantic Canada Venture Gateway, a pan-Atlantic organization dedicated to attracting national and international investment partners and expanding market opportunities for high-growth companies. Prior to joining Memorial University in 2008, Mr. Genge spent eight years as President of an independent consulting firm specializing in planning, strategic partnering and management support research, academic and training institutions, governments, and private corporations. For seven years he served as Director of Business Development with Operation ONLINE Inc. and was a member of Newfoundland and Labrador’s information technology sector development Task Force Secretariat. His earlier positions included three years as Manager, Business Development for the Enterprise Network Inc. Mr. Genge started his career as an analyst with firms active in Newfoundland and Labrador’s offshore oil industry.

Mr. Genge is a graduate of Memorial University and holds a Bachelor of Science (Computer Science).

Janice Barnes
Janice Barnes has been with the Provincial Government since 1999, working in Labrador City as Economic Development Officer with the Department of Innovation, Business and Rural Development. Her responsibilities in that capacity included providing advice, counsel and guidance to business and economic development clients; supporting the efforts of the Regional Economic Development Board; liaising with community stakeholders in the development of strategic plans; and, co-ordinating delivery of provincial programs and services. She was Employment Coordinator with the Labrador West Employment Corporation for four years.

Ms. Barnes has also been very active in municipal affairs, serving as Mayor of the Town of Labrador City from September 2009. Prior to that, she was Deputy Mayor for four years.

Ms. Barnes has a Master of Arts in political studies and public administration from the University of Guelph, and a Bachelor of Arts in political science from Dalhousie University.
