Senior Appointments Announced
The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced three senior appointments, each effective immediately.
Sean Dutton has been appointed as Deputy Minister responsible for conducting a horizontal review of federal-provincial agreements to determine their efficiency and effectiveness. Mr. Dutton was most recently the Deputy Minister of the Intergovernmental and Aboriginal Affairs Secretariat.
Tracy English has been appointed Deputy Minister (Acting) of the Intergovernmental and Aboriginal Affairs Secretariat. Ms. English most recently was an Assistant Deputy Minister with the secretariat.
Paul Carter has been appointed Assistant Deputy Minister (Royalties and Benefits), Department of Natural Resources. Mr. Carter has been Executive Director (Iron Ore Industry) with the department for the past seven months.
Mr. Carter succeeds Vanessa Newhook who has accepted a position with the private sector.
“I wish Mr. Dutton, Ms. English and Mr. Carter well in their new roles, and welcome their ongoing contributions,” said the Premier. “I also thank Ms. Newhook for her close to 20 years service with the Provincial Government, and wish her well.”

Biographical Information
Sean Dutton was appointed Deputy Minister of the newly merged Intergovernmental and Aboriginal Affairs Secretariat in 2011. He had served as Deputy Minister of Intergovernmental Affairs since 2007, and since 2008 had concurrently served as acting Deputy Minister of the Department of Labrador and Aboriginal Affairs, a position he also held in an acting capacity from 2004 to 2006. From 2001 to 2004 he was Assistant Deputy Minister in that department, with responsibility for Aboriginal affairs.
He started his career with government in 1994 as an analyst with the Intergovernmental Affairs Secretariat, later serving as a Senior Analyst, Director of Resource and Economic Policy, and Assistant Deputy Minister (Acting) with the secretariat. In 2000 he had an assignment as a Cabinet Officer with Executive Council. Mr. Dutton is a graduate of Acadia University, holding Bachelor of Arts (Honours) and Master of Arts degrees, both in political science.
Tracy English began her career with the Provincial Government in 1999 as an analyst with the Department of Natural Resources, and advanced from there to more senior positions in the department. These positions included Senior Program, Policy and Planning Analyst; and, Director, Energy Policy, Planning and Coordination. In January 2010, she was appointed Cabinet Officer, Cabinet Secretariat, the Executive Council. In March 2011, she was appointed Assistant Deputy Minister (Intergovernmental Affairs) with the Intergovernmental Affairs Secretariat, the Executive Council.
Ms. English has a Master of Arts (history), Bachelor of Arts (history and political science), and diploma in information technology from Memorial University, complemented by completion of other courses and programs.
Paul Carter most recently served as Executive Director (Iron Ore Industry) of the Department of Natural Resources. Prior to taking that position in August 2011, he was Executive Director of the department’s Labrador Executive office in Labrador West, a position he had held since August 2005. Mr. Carter has also worked with Natural Resources Canada – Canadian Forest Service in Corner Brook in forest research and resource development fields.
Mr. Carter holds both Masters and Bachelor of Science degrees in forestry from the Faculty of Forestry and Environmental Management, University of New Brunswick.
