Senior Appointments Announced

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced the following senior appointments.

Bruce Hollett is appointed Chair and Chief Executive Officer of the Public Service Commission, effective March 26. Mr. Hollett has held several Deputy Minister appointments, and has twice served as President of College of the North Atlantic on an interim basis. He succeeds Ed Walsh who is retiring, effective March 23.

“The extensive senior executive experience Mr. Hollett brings to his new position will serve him well in his challenging new role. I wish him well,” said Premier Dunderdale. “I also thank Mr. Walsh for his more than 30 years as a career public service employee.”

Premier Dunderdale also announced the appointment of Michael Harvey as Executive Director (Planning and Coordination), with Cabinet Secretariat of the Executive Council, effective April 9. For the past year, Mr. Harvey has been with the Department of Child, Youth and Family Services as Director responsible for Policy and Strategic Planning.

The Premier also confirmed two appointments.

Ingrid E. Clarke has been confirmed as Assistant Deputy Minister (Infrastructure), Department of Education. She had been serving in that position in an acting capacity since March 2011.

David Liverman has been confirmed as Assistant Deputy Minister (Mineral Resource Management), Department of Natural Resources. He had been serving in that position in an acting capacity since January 2011.

Biographical Information

Bruce Hollett has held several Deputy Minister appointments, most recently with the Executive Council. Mr. Hollett has twice held the position of President of College of the North Atlantic on an interim basis, and has also served as Fellow of the James G. Channing Chair in Public Policy at Memorial University. He has served as Deputy Minister, Department of Environment and Conservation; Deputy Minister, Department of Education; Deputy Minister, Department of Youth Services and Post-Secondary Education; Deputy Minister, Department of Industry, Trade and Technology; and, Deputy Minister of the Voisey’s Bay Project Secretariat. His earlier positions include Assistant Deputy Minister of the Voisey’s Bay Project Secretariat, and director positions in the Department of Finance and the Executive Council.

Mr. Hollett has a Master of Business Administration from York University and a Bachelor of Commerce (Honours) from Memorial University.

Michael W. F. Harvey has been with the Provincial Government since 2006. For the past year he has been Director responsible for Policy and Strategic Planning, Department of Child, Youth and Family Services. He was on secondment there from the Intergovernmental and Aboriginal Affairs Secretariat of the Executive Council, where he was Director, Resource and Fiscal Policy, since December 2008. He earlier held the position of Senior Policy Analyst with the secretariat. Prior to joining government, Mr. Harvey was a university instructor in political science, including as a lecturer at the University of Guelph and a per course instructor at the University of Toronto.

Mr. Harvey has undertaken work towards a Doctor of Philosophy (Political Science) from the University of Toronto. He has a Master of Arts, Political Studies, from Queen’s University, and a Bachelor of Arts (Honours) from Memorial University.

Ingrid E. Clarke has been with the Provincial Government since 1987, starting as regional engineer with the Department of Works, Services and Transportation, where she later worked as a project manager. Later, she also worked as school construction engineer reporting to the Department of Education. In 1999, Ms. Clarke was seconded to the Department of Education as school construction engineer. In 2005 she was promoted to Manager of School Construction and Facilities, and in 2006 as Director of Design and Construction. In March 2011 she was appointed Assistant Deputy Minister (Infrastructure), in an acting capacity, with the Department of Education.

Ms. Clarke has a Bachelor of Engineering (civil) from Memorial University, complemented since 1986 by more than 50 professional development seminars and training courses on topics such as building design, indoor air and water quality, project management, and occupational health and safety. She has won several awards, including the 2009 Provincial Government’s Public Service Award of Excellence, and was bestowed with a fellowship by Engineers Canada, also in 2009.

David Liverman was appointed Assistant Deputy Minister (Mineral Resources Management), in an acting capacity, with the Department of Natural Resources in January 2011. Prior to that, he was Director of Mineral Strategy with the department. His earlier positions with the department were Director, Geological Survey Division of the Mines Branch, and as senior geologist with the division. He joined the Provincial Government in 1988 as project geologist, Department of Mines. Mr. Liverman has also worked as a petroleum geologist with the British National Oil Corporation. He is adjunct professor at Memorial University’s Department of Geography.

Mr. Liverman has a Ph.D in geology and a Master of Science in geology from the University of Alberta, and a Bachelor of Science from Edinburgh University in Scotland. In addition to the many scientific reports and papers he has published, he is also the author of a book Killer Snow: Avalanches in Newfoundland and Labrador.
