Premier Announces Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced several senior appointments to the provincial public service.

“These most recent appointments demonstrate the knowledge and expertise of the individuals who work within the public service,” said Premier Dunderdale. “I thank them for their continued dedication to the service of the people of Newfoundland and Labrador.”

Genevieve (Gig) Dooling is appointed to Assistant Deputy Minister, Special Assignment, Executive Council, effective January 19, moving to the position of Assistant Deputy Clerk, Executive Council, effective March 1, replacing Dorothy French who is retiring. Ms. Dooling moves from the position of Assistant Deputy Minister (Corporate) with Child, Youth and Family Services.

Julie Moore has been appointed Assistant Deputy Minister (Corporate), Child, Youth and Family Services, moving from the position of Director of Portfolio Management, Student Loan Corporation. The appointment was effective January 19.

Mike Warren has been appointed Assistant Deputy Minister (Policy and Planning), Fisheries and Aquaculture. Mr. Warren moves from the position of Executive Director (Marketing and Development) with Fisheries and Aquaculture.

Gerry Donovan has been appointed Assistant Deputy Minister (Marketing and Development) Fisheries and Aquaculture following a career in the private sector spanning 30 years in various aspects of the fishing industry.

Mr. Donovan’s and Mr. Warren’s appointments are effective February 7.

Premier Dunderdale also announced the appointment of Peter Noel as Private Secretary to the Lieutenant Governor. Mr. Noel has already assumed this position. He replaced Gary Cake who has retired.

“I would like to take this opportunity to acknowledge the many contributions of Ms. French and Mr. Cake to the public service of our province,” said Premier Dunderdale. “I thank them for their work over the years and wish them well in their retirement.”

BIOGRAPHICAL INFORMATION

Genevieve (Gig) Dooling
Genevieve (Gig) Dooling began her career with the Government of Newfoundland and Labrador in 1989 after graduating with a Bachelor of Commerce degree from Memorial University. Since May 2010, she has served as Assistant Deputy Minister (Corporate Services), Department of Child, Youth and Family Services. Prior to that, Ms. Dooling was Senior Director - Executive Support, Department of Business. Ms. Dooling’s previous positions include Director of Strategic Human Resource Management for Executive Council; Director of Policy, Planning, Accountability and Information Management, Department of Finance; and, Senior Policy Analyst, Department of Business. She has also served as budget analyst, senior policy analyst, appeals officer and audit supervisor with the Department of Finance.

In addition to a Bachelor of Commerce degree, Ms. Dooling has completed the fifth level of the Certified Management Accountant Program and the requirements for the public sector leadership and management development certificate, all at Memorial University.

Julie Moore
Since joining the provincial public service in 1994, Ms. Moore has held a number of progressively responsible positions, most recently as Director of the Student Loan Corporation of Newfoundland and Labrador under the Department of Advanced Education and Skills. Throughout her career she has performed work in accounting, project management, policy, research, audit and client service delivery within the Office of the Comptroller General, the Newfoundland and Labrador Medical Care Plan, the Workplace Health, Safety and Compensation Commission, and the former Department of Social Services. Ms. Moore has served on several committees with the Government of Newfoundland and Labrador including the Youth Retention and Attraction Working Group, the Ministerial Roundtable on Student Debt and the Student Loan Policy Working Group.

Ms. Moore holds a Bachelor of Commerce (co-op) and a Masters of Business Administration from Memorial University and is a Certified Management accountant.

Mike Warren
Mike Warren has worked with the Department of Fisheries and Aquaculture since 1986, most recently as Executive Director (Marketing and Development). He has also served as Executive Director (Policy and Planning); Director of Planning Services; and Fisheries Planning Supervisor. His work has included serving as Chairperson of the MOU Seafood Marketing Working Group and Provincial Co-chair of the Canada-Newfoundland and Labrador Fishing Industry Renewal Strategy. Mr. Warren has also been involved in a number of federal-provincial-territorial working groups such as the Canadian Council of Fisheries and Aquaculture Ministers; the Atlantic Council of Fisheries and Aquaculture Ministers; Co-chair of the federal-provincial Fisheries Diversification Program; representative on the Canada-France Fisheries Committee; and, and Co-chair of the Canadian Oceans Task Group.

Mr. Warren has a Bachelor of Science (Honours) degree in geography from Memorial University and has completed graduate studies in fisheries management, coastal and oceans management, and sea ice research.

Gerry Donovan
Gerry Donovan has been involved with the Newfoundland and Labrador seafood industry for more than 30 years, including for the past 11 years as Manager, Shrimp Marketing and Production with Barry Group Inc. His earlier positions include Executive Director, Newfoundland Seafood Market Council; Manager, Business Development/Operations, Iceberg Industries Corporation; Director, Seafood Development Unit, Fisheries and Marine Institute; Vice-President of Marketing, Instrumar Limited; Division Manager, National Sea Products; Assistant to the General Manager with H.B. Nickerson and Sons Ltd.’s Newfoundland operations.

Mr. Donovan has a Bachelor of Commerce (Honours) from Memorial University, a Master of Business Administration from the University of Otago in New Zealand, and has completed the Production/Operations Management Program at the University of Western Ontario.

Peter Noel
Following a two-year period of teaching in the Conception Bay North area, Peter Noel worked as Executive Assistant with Newfoundland and Labrador Housing and the Department of Fisheries. He was Principal Assistant to the Premier for four years, prior to taking the position of Senior Advisor with the Department of Tourism, Culture and Recreation, which he has held since 2007. Mr. Noel has served on the Skills Task Force of the Government of Newfoundland and Labrador, and has worked with many organizations, such as the Trinity, Conception, Placentia Health Foundation and Kin Canada. He has been a long-standing member of the Royal Canadian Legion and is currently a member of the Kinsmen Club of St. John’s, having also served with that organization as President, Membership Director and Director.

Mr. Noel earned a Bachelor of Arts (History) and Bachelor of Education (High School) from Memorial University in 1985 and 1986 respectively.
